IT'S FOR UM, AN ADDITIONAL ONE YEAR PERIOD AND THAT CONTRACT IS AWARDED TO TLC ENGINEERING AND THIS IS JUST A CONTRACT THAT WE KEEP IN PLACE IN CASE OF ANY, UM, DISASTER THAT OCCURS THAT HAS, UM, RE DEBRIS REMOVAL THAT'S MORE THAN A HUNDRED THOUSAND DOLLARS AND WE JUST REQUIRED TO HAVE THIS IN PLACE FOR THAT PURPOSE.

UM, THIS CONTRACT WAS AWARDED TO WASTE CONNECTIONS AND IT'S ELIGIBLE FOR AN ADDITIONAL ONE YEAR PERIOD.

UM, WASTE CONNECTIONS HAS EXPRESSED AN INTEREST TO RENEW FOR MARCH 1ST, 23 THROUGH FEBRUARY 29TH OF 24.

THEY'VE ALSO REQUESTED A PRICE ADJUSTMENT OF 7.03% BASED ON THE CONSUMER PRICE INDEX, UM, INCREASE.

AND THEY HAVE GIVING GIVEN, UM, A, A LETTER STATING THEIR REQUEST.

THERE WILL BE A BUDGET ADJUSTMENT THAT WAS APPROVED IN TODAY'S COURT TO MOVE THOSE FUNDS OUT OF, UM, PRECINCT TWO'S CONTINGENCY INTO THE ACTUAL TRUCKS AND TRAILERS LINE UNDER THEIR ARPA FUNDING.

KIM, IF I CAN COMMENT ON THAT REAL QUICK? SURE.

SO HISTORICALLY PRECINCT TWO AND PRECINCT FOUR HAVE SHARED A PAVER, WHICH IS USED FOR HOT MIX.

WITH THE GROWTH IN BOTH PRECINCTS, IT'S BECOMING MORE AND MORE DIFFICULT TO MANAGE SHARING THAT PIECE OF EQUIPMENT BACK AND FORTH.

SO PRECINCT TWO IS DECIDING TO USE SOME OF THE AONS FOR AN EQUIPMENT UPGRADE.

EFFECTIVELY, UH, THE EXISTING PAVER WILL STAY WITH PRECINCT FOUR, SO WE'LL DO A TRANSFER TO REMOVE THAT PORT, SPLITTING THAT FROM, UH, TWO AND FOUR.

JUST DIRECTLY TO FOUR? YES.

WHEN WE ACTUALLY RECEIVE RIGHT THIS ONE CUZ WHO KNOWS HOW LONG THAT'LL BE.

SO THERE'S KIND OF TWO CHALLENGES HERE.

UH, ONE IS THE GRADE YOU CAN SEE OF SHALE AS IT CONNECTS INTO NINE 20 IS, IS VERY STEEP, UH, IN CONJUNCTION WITH THE VERTICAL CURVE ON NINE 20.

IT CREATES A SAFETY CONCERN, UH, BOTH IN EXITING, BUT ALSO THE SPEED OF THE, THE TRAFFIC ON, UH, NINE 20.

SO THIS CONCEPT KIND OF SHOWS A, UM, A REALIGNMENT.

SO THE TWO THINGS THAT ACCOMPLISHES IS ONE ALLOWS US TO FLATTEN THAT GRADE OUT, UH, WHERE WE'RE TWO 3%, UH, WHICH YOU WOULD, YOU KNOW, IS THE MORE, UH, MODERN STANDARD FOR A ROAD CONNECTING INTO A STATE FACILITY.

UH, IN ADDITION IN MOVING THAT WE ACTUALLY, UH, ARE ABLE TO MOVE IT, UH, 250 FEET OR SO TO THE NORTH, WHICH GETS AWAY FROM THE VERTICAL CURVE ON NINE 20.

AND SO IT REALLY IMPROVES THE SAFETY FROM BOTH REGARDS THE SITE DISTANCE, BUT ALSO THE GRADE.

SO, YOU KNOW, IF THEY'RE SLICK PAVEMENT, YOU'RE NOT SLIPPING AS YOU'RE TRYING TO ENTER THE ROAD.

UH, SO THAT'S, UH, THE PROPOSAL HERE.

UH, YOU CAN SEE, UH, THERE'S A WOULD BE A PLATTING REVISION THAT WOULD NEED TO BE CONSIDERED.

UH, FOR THE TWO LOTS.

THIS IS MORE OF A NOTIFICATION THAN ANYTHING ELSE.

I BELIEVE MR. PITTMAN IS IN THE AUDIENCE AND MAY HAVE SOME COMMENTARY.

HE IS THE DEVELOPER THAT OWNS THOSE TWO SITES.

THE REASON WHY THIS IS OCCURRING IS SHALE HAS HISTORICALLY BEEN A LOW VOLUME ROAD AS FAR AS TRAFFIC.

HOWEVER, WE HAVE APPROXIMATELY 229 NEWLY CONSTRUCTED HOMES OR LOTS WHERE HOMES WILL BE CONSTRUCTED, WHICH HAVE ONLY TWO INGRESS EGRESS OPTIONS TO GET SOUTH OR NORTH, ONE ON NINE 20 AND ONE ON ZION HILL.

SO IF SOMEBODY'S GONNA COME INTO WEATHERFORD, THERE'S A GOOD CHANCE THAT OVER THE NEXT COUPLE OF YEARS WE'RE GONNA BE ADDING HUNDREDS OF TRIPS PER DAY ON THAT SHALE ROAD EXIT.

MR. BOSCO, I BELIEVE YOU SAID THAT ROUGH GUESS NINE 20 WOULD NEED TO BE ABOUT 30 MILES PER HOUR THERE AS FAR AS UNCO INCOMING TRAFFIC SPEED IN ORDER FOR THAT TURN TO BE SAFE.

RIGHT? RIGHT.

ANYBODY WHO'S DRIVEN NINE 20 KNOWS THEY'RE NOT GOING 30 MILES AN HOUR.

YEAH, IT'S, SO 55 IN THIS AREA, THAT'S THE POSTED SPEED LIMIT.

IF THEY WOULD GO 55, THAT'D BE GREAT.

UM, SO THE PURPOSE OF THIS IS SIMPLY TO NOTIFY THE COURT.

UM, THIS IS JUST TO NOTIFY THE COURT OF WHAT WE'RE INTENDING TO DO.

NEXT STEPS WOULD BE TO FINALIZE AN AGREEMENT WITH MR. PITTMAN TO DETERMINE HOW THAT MIGHT WORK.

SO PESTER IS D HAS GROWN TREMENDOUSLY OVER THE PAST NUMBER OF YEARS.

IN 2019, THE TOTAL ENROLLMENT WAS APPROXIMATELY 1,150 STUDENTS PROJECTIONS BY 2030 ARE 3000 STUDENTS.

THAT'S AN INCREASE OF, YOU KNOW, 18 TO 1900 STUDENTS IN 11 YEARS.

THAT'S, THAT'S QUITE A BIT.

PESTERS BUILDING A NEW JUNIOR HIGH, WHICH WILL BE COMPLETED HERE IN THE NEXT FEW MONTHS.

IT WILL OPEN IN AUGUST THE JUNIOR HIGH, THE ELEMENTARY, THE INTERMEDIATE SCHOOL, AND THE HIGH SCHOOL.

THE FOUR TOTAL BUILDINGS WILL HAVE ONE POINT OF INGRESS AND EGRESS TO NINE 20.

THAT'S HARWELL LAKE.

HARWELL LAKE HAD TURN LANES PUT IN.

RECENTLY I'M WORKING WITH TEX.NOW TO GET TRAFFIC SIGNAL PUT IN.

WE ARE PUTTING IN A NEW ROAD CALLED WILLOW CREEK ROAD, WHICH IS CURRENTLY UNDER CONSTRUCTION THAT WILL ALLOW A POINT OF ACCESS SOUTH ON NINE 20 OF THE HARWELL LAKE INTERSECTION.

THE REASON THAT I'M BRINGING THIS TO THE COURT'S ATTENTION IS WE'RE WORKING WITH TEX.NOW TO DETERMINE OUR TURN LANES NEEDED FOR THAT ROAD TO BE FORMALLY OPENED.

THE COUNTY'S BUILDING THE ROAD.

WE BELIEVE THAT ROAD WILL BE AVAILABLE AS FAR AS WHAT WE CAN DO PRIOR TO THE SCHOOL'S OPENING FOR THIS NEXT SEMESTER IN THE FALL.

UM, FUNDING FOR THE TURN LANES IS GOING TO BE RELATIVELY EXPENSIVE, I BELIEVE.

MR. BOSCO, YOUR TEAM QUOTED IT.

I I WANNA SAY 900, $980,000.

DOES THAT SOUND APPROXIMATELY RIGHT FOR THE TURN LANES? UH, YES SIR.

YEAH, SO SOMEWHERE, SOMEWHERE IN THAT NEIGHBORHOOD, UH, PRECINCT TWO OBVIOUSLY

DOESN'T HAVE A, A SPARE 1 MILLION IN OUR BUDGET.

SO WE HAD DISCUSSED TECH OP FUNDING THAT THAT'LL PROBABLY BE AT LEAST A YEAR OR TWO BEFORE TECH DOC CAN FUND IT.

SAME THING, I BELIEVE WITH OTHER OPTIONS SUCH AS NET COG AND, AND SOME OF THOSE.

SO I'M JUST NOTIFYING THE COURT THAT THAT'S WHAT WE'RE DOING AND WE MIGHT HAVE TO LOOK AT SOME FUNDING OPTIONS.

IF TECH DOT WILL NOT ALLOW NINE 20, THAT NINE 20 INTERSECTION TO BE OPENED.

FRIES AND NICHOLS PERSPECTIVE IS THAT IT'S MORE APPROPRIATE OR, OR IT'S SAFER TO HAVE WILLOW CREEK OPEN EVEN WITHOUT THE TURN LANESS BECAUSE IT RELIEVES A TREMENDOUS AMOUNT OF PRESSURE ON HARWELL.

IS THERE ANYTHING YOU WANTED TO COMMENT ON THAT? Y YEAH, SO THE, THE CONCERN THEN, AND WHAT WE WERE GOING TO LOOK AT IN CONJUNCTION WITH TECH, SO IS, UM, BECAUSE SINCE HARWELL, THERE'S A SITE DISTANCE ISSUE THERE AS WELL, UH, WITH THE SCHOOL THAT, UM, WE FEEL LIKE THIS CONNECTION, ALTHOUGH THE TURN LANES ARE VERY NEEDED, UH, WILL ACTUALLY RELIEVE TRAFFIC OFF OF HARWELL.

AND KIND OF THE BALANCE OF THE TWO WILL BE THE GREATER SAFETY SITUATION KNOWING THAT THE TURN LANES ARE IN DEVELOPMENT.

SO WE'VE, WE HAVE DONE THE DESIGN OF THE TURN LANES, IT'S A, IT'S A MATTER OF FUNDING AND ONE OF THE THINGS TECH STOCK'S LOOKING INTO AT THE MOMENT IS TRYING TO PUT THAT PROJECT IN A BIGGER PROJECT TO SPEED UP THAT PROCESS.

SO THERE'S A FUNDING MECHANISM THAT NEEDS TO BE IN PLACE HERE.

IS THAT SOMETHING THAT, BECAUSE WE'RE GATHERING INVENTORY FOR OUR, WHAT, WHAT WOULD BE A FUTURE BOND? WOULD THAT FIT THE CRITERIA FOR THAT IN, IN ROLLING INTO A BOND? OR IS THIS GONNA BE A MORE URGENT NEED PRIOR TO THAT? YEAH, I, I, OH, SORRY.

APPARENTLY, UH, UH, PARKER COUNTY MAY NOT NEED IT.

THEY'VE BEEN, THEY'VE BEEN BORROWING MONEY ON THEIR OWN GETTING THERE, BUT SOME OF THESE SMALLER DISTRICTS THAT, THAT MAY NEED SOME ASSISTANCE IN PUTTING INFRASTRUCTURE IN THAT AREN'T ABLE TO DO IT ON THEIR OWN.

SO WE HADN'T MADE A REPORT TO COURT IN QUITE A WHILE ABOUT THAT, BUT WE ARE DILIGENTLY WORKING TO COME UP WITH A STRATEGY TO GET MORE WATER TO HIT TO PARKER COUNTY.

SO THEY KIND OF STRADDLE THAT BASIN, BUT THE OTHERS THAT DON'T ARE COMPLETELY DEPENDENT ON THE BRASS BASIN.

SO THERE'S TWO CHALLENGES IN THIS AREA.

ONE, UH, THERE IS A POWER, A TRANSMISSION POWER LINE CORRIDOR, YOU CAN KIND OF SEE IN THEIR, UM, THEIR PLAN OF THEIR SITE PLAN THAT CUTS THROUGH.

UH, OBVIOUSLY AT THE SCALE, THE THOROUGHFARE PLAN, IT WASN'T OUR INTENTION TO HIT EXACTLY ON THAT LINE.

IT'D NORMALLY BE ADJACENT TO THE, UM, THE CHALLENGE HERE REALLY IS TOPOGRAPHY.

UH, IT'S HARD TO SEE AT THIS SCALE, BUT FROM THIS END TO THE BOTTOMS ABOUT A 90 FOOT DROP IN ELEVATION.

UH, AND SO REALLY FROM A PRACTICAL STANDPOINT, EVEN THOUGH CONCEPTUALLY THE ROAD IS IN THIS AREA, UH, MUCH LIKE WHEN WE DID THE LOOP, IF YOU REMEMBER, THE LOOP WAS VERY SMOOTH IN THE ORIGINAL THOROUGHFARE PLANS, BUT THEN AS YOU TRY TO NAVIGATE TOPOGRAPHY AND HOUSES, UH, THERE'S ADJUSTMENTS THERE.

SO, UH, THE REASON WHY WE'RE RECOMMENDING THAT THIS SEGMENT, UH, BE REMOVED FROM THE THOROUGHFARE, IT'S NOT REALLY A PRACTICAL SEGMENT TO BUILD A ROAD BOTH FROM THE TOPOGRAPHY STANDPOINT AND KIND OF NAVIGATING THE TRANSMISSION, UH, UTILITY THERE.

UH, SO YOU'LL SEE IN THIS, UH, MAP HERE, UM, SHOWS YOU, SO THERE'S ONE OTHER KIND OF ELEMENT HERE IS, UM, THERE'S ANOTHER DEVELOPMENT THAT IS, UH, ACTIVELY BEING LOOKED AT THAT WOULD ACTUALLY, UH, DEDICATE THIS PIECE OF RIGHT AWAY.

AND THIS IS SO THAT WE CAN GO BACK IN AND CHANGE THE NAME FROM THE PRIOR COMMISSIONER TO OUR NEW COMMISSIONER.

CHECK IN THE AMOUNT OF $7,200 FOR JESSICA DRIVE AND TAKE ANY ACTION DEEMED NECESSARY.

SO THIS, UH, ROAD LAYS WITHIN HIGHLAND RANCH ESTATES.

UH, WE WERE CONTACTED SEVERAL MONTHS AGO, UM, AND STARTED THIS PROCESS.

PHASE THREE, DEDICATED THE 1028 FOOT OF THE ROAD AS PRIVATE.

THE HOMEOWNERS HAD BROUGHT ME IN A CASHIER'S CHECK FOR $7,200.

UM, THE COMMISSIONER'S OFFICE HAS LOOKED AT THE ROAD AND THEY'RE OKAY WITH THE ACCEPTANCE.

THE STRANGE THING ABOUT THIS ONE WAS THAT PORTION OF THE ROAD IS DEDICATED TO THE MESA HOMEOWNER'S ASSOCIATION.

I'VE MET WITH THEIR PRESIDENT.

HE IS SIGNED OFF ON, THEY TOOK ACTION IN THEIR MEETING AND HE SIGNED OFF ON THE WARRANTY DEED.

SO WE'D JUST LIKE TO GET THAT FILED IN SO THAT THAT ROAD ACTUALLY IS OVER IN THE COUNTY'S NAME.

AND ACCEPT THAT LETTER OF CREDIT SO THAT THE COUNTDOWN CAN START ON US TAKING THAT IN AS A FULL COUNTY MAINTAINED ROADWAY.

AND, AND THERE WAS A GATE.

WAS IT THE GATE TAKEN DOWN? YEAH.
