AND IT'S SO ALLOWED THAT MOST OF THE TIME MY CLERKS HAVE TO GO OUTSIDE, UH, TO BE ABLE TO TALK TO HIM BECAUSE IT'S, UH, IT'S IMPOSSIBLE TO HEAR THROUGH THE, THE GLASS OF THE, AND THE COURTROOM.

THE JP ONE HOLDS ABOUT THREE, THREE TO FOUR DAYS OF, UH, COURT A WEEK, ANYWHERE FROM FIVE TO 50 PERSONS PER HEARING, ALONG WITH AN ADDITIONAL INDIVIDUALS.

IT'S WITNESSES AND ATTORNEYS, APPROXIMATELY TWO JURY TRIALS PER MONTH, AND ANYWHERE FROM TWO TO 30 CASES SET ALONG WITH 50 TO 75 POTENTIAL POTENTIAL JURORS, ATTORNEYS AND WITNESSES, JURORS SUMMONS ARE FROM ALL OR PRECINCTS AND IN THE COUNTY AND INTEND TO BE UPSET WHEN WE HAVE TO TURN 'EM AWAY.

UH, WHAT THAT MEANS IS OUR COURTROOM WILL ONLY HOLD SO MANY PEOPLE.

SO IF THEY C WE CALL 75 PEOPLE.

WE DON'T KNOW IF IT'S GONNA BE 40 PEOPLE OR 50 PEOPLE, WHOEVER SHOWS UP.

BUT OUR COURTROOM WILL ONLY HOLD LIKE 24.

SO WHAT I HAVE TO DO IS, UH, WE GET THE 24 IN THERE, AND THEN I GO AND SAY, WELL, YOU KNOW, YOU'RE RELEASED.

SO WE'VE MADE PEOPLE TAKE OFF DAYS TO, UH, COME TO COURT.

SO, AND, UH, IT SAYS ON, ON DAYS THAT THE COURT HOLDS CRIMINAL TRIALS, WE HAVE NO PLACE FOR THE TROOPERS AND THE DEPUTIES TO WAIT.

THEREFORE, THEY'RE IN THE COURT OFFICE, WHICH VIOLATES CODE OF JUDICIAL CONDUCT AS A COURT TO AVOID IMPRO, IMPRO AND APPEARANCE OF IMPRO AT ALL TIMES.

UH, TO PROMOTE PUBLIC CON CONFIDENCE IN IMPARTIALITY TO AVOID PARTE COMMUNICATIONS OUTSIDE THE PRESENCE OF THE PARTIES.

TWO CLERKS HAVE NO DESK AND UTILIZE THE EXTENDED COUNTER TO DO THE LACK OF SPACE, UH, WITH THE PHONE CALLS AND THE DEFENDANTS AT THE COUNTER.

THE NOISE MAKES IT DIFFICULT TO CONDUCT BUSINESS IN A PROFESSIONAL AND AN EFFICIENT MANNER.

UH, INSURANCE OF DEFENDANTS, UH, PLAINTIFFS PETITIONERS AND RECEIVING THE PROPER COURT RELATED PROCEDURES, A SEPARATE AREA FOR THE, UH, OFFICE FOR THE CHIEF CLERK, UH, COURT COORDINATOR IN ORDER TO CONDUCT ADMINISTRATIVE AND SUPERVISION, UH, DUTIES AWAY FROM THE GENERAL PUBLIC OFFICE AREAS.

WITH, WITH THE INCREASE OF, OF THE CASES IN BOTH CRIMINALS CIVIL, THERE IS A POTENTIAL OF NEEDING A ADDITIONAL EMPLOYEE, EMPLOYEE IN THE FUTURE.

PARKING THE REAR PARKING AREA, STAFF IS COMPLETELY FULL, BUT NO ROOM FOR THE CONSTABLES AND COUNTY ATTORNEYS AND COURT DAYS AND

BUT, UM, I THINK MARK'S RECOMMENDATION, TO PUT IT THAT WAY, WOULD WORK BETTER, ESPECIALLY FOR TRAFFIC FLOW AROUND THE BUILDING.

ONCE THE APPLICATION IS SUBMITTED, THE STATE HAS 30 DAYS TO REVIEW AND APPROVE.

SO YOUR I 20 AND NORTH, UM, IT IS A LARGELY GROWING AREA.

UM, TO THE LEFT IS NOT AS POPULATED AS TO THE RIGHT.

UM, SO MY SUGGESTION FROM OUR OFFICE IS TO JUST SPLIT IT RIGHT UP FARM MARKET ROAD 33 25.

THIS WILL PUT 1,784 VOTERS ON THE LEFT HAND SIDE ON THE WEST SIDE, ON THE WEST SIDE.

ON THE EAST SIDE, IT WOULD HAVE 3,807.

YOU WOULDN'T HAVE TO SPLIT IT FOR A WHILE.

HOPEFULLY, MAYBE A COUPLE YEARS, DEPENDING ON HOW, HOW FAST THE HOUSES ARE GOING.

SO IT ACTUALLY OPENS UP ANOTHER PRECINCT CHAIRMAN'S POSITION FOR BOTH THE REPUBLICAN AND THE DEMOCRAT PARTY.

SO IF PERSON THAT'S GONNA RUN FOR THAT POSITION WOULD BE DOING IT THE SAME TIME THAT EVERYBODY ELSE IS RUNNING FOR THE PRIMARY.

SO IT'LL BE IN BETWEEN NOVEMBER AND DECEMBER THAT THOSE PEOPLE WOULD FILE.

UH, YOU ALSO HAVE TO HAVE A LOCATION IN CASE YOU GO BACK TO PRECINCT VOTING.

AND WE'VE TALKED TO WALSH RANCH AND WE GOT TO USE THEIR ATHLETIC FACILITY, ATHLETIC STUDIO FOR THIS MAY ELECTION.

UM, AND ESSENTIALLY WE'RE BRINGING IN OUR SERVICES ONTO SCHOOL CAMPUSES.

SO A BIG PART OF THIS, UM, PROGRAM IS TO INCORPORATE THE COMMUNITY, UM, AND TO REALLY WORK ON COLLABORATION WITH NONPROFITS, UM, SCHOOL DISTRICTS AND KEY STAKEHOLDERS.

UM, WE ALSO HOSTED A HALF DAY VIRTUAL SUMMIT FOR OUR COUNSELORS JUST TO KIND OF CHECK BACK IN WITH THEM, MAKE SURE THAT EVERY, ALL THE RESOURCES THAT WE HAVE PRESENTED AT THE SUMMIT ACTUALLY ARE GOING, UH, THE WAY THAT THEY SAID THAT WE'RE GONNA BE GOING.

I'M THE DIRECTOR OF THE PERMITTING DEPARTMENT, UM, HERE THIS MORNING TODAY TALK ABOUT REMOVING PARKER COUNTY'S INTERLOCAL AGREEMENTS TO TAKE CARE OF THE PERMITTING, UH, AND INSPECTION FOR SEPTIC PERMITS AND INSPECTIONS FOR THE CITY OF WEATHERFORD MILLSAP SANCTUARY AND A SOUTH.

UH, CURRENTLY WE HAVE INTER LOCALS WITH ALL FOUR OF THOSE CITIES.

UM, WE PRETTY MUCH TAKE CARE OF THEIR PERMITTING AND INSPECTION FROM BEGINNING TO END AT THIS POINT, UM, IT'S COME TO LIGHT.

WE JUST HAD A AUDIT FROM THE STATE CONCERNING THE CITY OF WEATHERFORD.

AND OUR INTERLOCAL WITH THEM IS NOT ONLY OUTDATED, BUT WE FOUND OUT THAT THEIR SEPTIC ORDER IS OUTDATED AS WELL.

UM, THE ISSUE WE HAVE WITH THAT IS WITHIN EACH ONE OF THESE CITIES, THEY HAVE THEIR OWN SEPTIC ORDER AND WE'RE REQUIRED TO FOLLOW THE RULES FROM THEIR ORDER WHENEVER WE'RE DOING THE PERMITTING OR INSPECTING IN THEIR CITY LIMITS, WHICH MEANS WE HAVE FIVE DIFFERENT ORDERS WE'RE HAVING TO KEEP UP WITH.

NOW.

UM, EACH ONE HAS A DIFFERENT SET OF RULES, UM, AS WELL AS ALL OF THEIR ORDERS ARE OUT OF DATE.

UM, ALL OF THESE INNER LOCALS ARE, SOME OF THEM ARE FROM 1995.

I THINK THE NEWEST ONE IS FROM 2003.

UM, SO WHAT I'M PROPOSING IS TO CANCEL ALL OF THEM, UH, LET EACH ONE OF THESE CITIES KNOW THEY NEED TO GO TO THE STATE, UPDATE THEIR ORDERS, GET 'EM CURRENT AND GOOD WITH TCEQ, AND THEN IF THEY WANNA REAPPLY TO DO AN INTERLOCAL WITH US, WE COULD LOOK AT 'EM AT THAT POINT.

HOW ARE YOU GONNA MANAGE IT IN THE INTERIM? UM, THE STATE WILL STEP IN AND DO THE PERMITTING AND INSPECTIONS FOR THEM, UH, IF THEY DON'T HAVE A LOCAL DR TO DO IT FOR YOU.

SO THERE'S A T CQ OFFICE AT A FORT WORTH THEY CONTACT WHO WILL DO THE PERMITTING.

IN THE MEANTIME.

UM, OUR INTERLOCALS ALSO GIVE THEM 30 TO 90 DAYS DEPENDING ON THE CITY, UH, NOTICE BEFORE THIS WOULD TAKE EFFECT.

SO ARE, ARE ANY OF THESE ENTITIES AWARE OF THE ACTION? WE'RE YOU'RE ASKING US TO TAKE CITY? SORRY.

UH, CITY OF WEATHERFORD IS, AND THEY'RE ON BOARD.

UH, BECAUSE WE ARE, ACCORDING TO THE INTERLOCAL, WE'RE REQUIRED TO FOLLOW THEIR ORDER MM-HMM.

AND THEIR ORDER BEING OUT OF DATE CAUSES US PROBLEMS. JUST OUTTA CURIOSITY, WHAT'S THE DIFFERENCE IN THE ORDERS? THE RULES JUST CHANGE OVER TIMES.

UM, THE NUMBER ONE, I THINK PRIORITY FOR THE, SO, AND I FEEL SOMEWHAT CONFIDENT SPEAKING ON THE SO'S BEHALF AND FOR THE SCHOOL BOARD IS THE SAFETY OF THE KIDS.

AND SO I THINK THAT AS BUDGETS CONTINUE TO GET MORE TIGHT AND RESOURCES BECOME MORE STRICT, I'D LIKE TO SEE, AND I THINK THE, THE SCHOOL BOARD FOR PEACE EASTER WOULD TOTALLY BE ON BOARD JUST TRYING TO COLLABORATE WITH THE, SO ON AN ONGOING BASIS TO FIGURE OUT WHAT'S THE MOST INTELLIGENT WAY TO GET THIS FUNDED.

CUZ IT HAS TO GET FUNDED LONG TERM.

I DO THINK THE BOARD WANTS TO MAKE SURE THAT THERE ARE ADEQUATE RESOURCES FROM A SAFETY PERSPECTIVE AND THAT OURS AREN'T BEING, UM, CONSTRAINED AND THAT WE CAN HAVE RESOURCE OFFICERS ON, ON CAMPUS AT ALL NECESSARY TIMES.

UM, IT WASN'T UNTIL RECENTLY AND, AND THE SCHOOL DISTRICT'S PAID A LITTLE BIT.

IT WAS, IT WAS DEPENDANCE COMPARED TO THE COST OF THE, THE DEPUTY, UH, THE BENEFITS, THE VEHICLE, THE FUEL, THE MAINTENANCE, UM, VERY, VERY MINOR AMOUNT OF OF MONEY EACH ONE OF THE DISTRICTS PAID.

UM, SO WE DID SOME LOOKING AROUND, WE CONTACTED SEVERAL LOCAL SCHOOL DISTRICTS, SEVERAL LOCAL POLICE AGENCIES TO FIND OUT HOW EXACTLY THOSE ISDS AND THOSE AGENCIES FUNDED THEIR SRO PROGRAM.

UM, DURING THAT TIME, UH, THE SHERIFF DID UNILATERALLY MOVE AN ADDITIONAL, AT THE TIME WE HAD, WHEN RUSS TOOK OVER, WE HAD FIVE, HE MOVED A SERGEANT OVER TO THAT TO THE SRO PROGRAM, WHICH MADE IT SIX TO HELP FACILITATE MORE COVERAGE, UM, BUT ALSO TO MITIGATE THE, UH, EXCESSIVE AMOUNT OF STRAIGHTENED COMP TIME THAT THOSE OFFICERS WERE ACCUMULATING ON A SCHOOL YEAR BASIS.

UM, YOU'RE TALKING, I'M TALKING 2, 3, 400 HOURS OF, OF COMPENSATORY TIME THAT THEY WERE ACCUMULATING DURING THE SCHOOL YEAR.

AND THEN, UH, THE COURT LAST YEAR APPROVED AN ADDITIONAL POSITION WITH VEHICLE.

UH, SO NOW THERE'S ACTUALLY SEVEN, UM, IN THE SRO PROGRAM THAT, UH, COVER THOSE FIVE DISTRICTS.

UH, I DON'T ANYTHING ABOUT IN ANY ADDITIONAL GRANT FUNDING OR ANYTHING LIKE THAT, BUT THE PLAN WAS, AND THE REASON FOR THESE, UH, UPDATED, UH, INTERLOCALS WOULD HAVE BEEN SUBMITTED TO ALL THE SCHOOL DISTRICTS, BUT THERE'S A STEP UP PROCESS IN FUNDING.

UM, THE ONLY THING WE'RE ASKING THE, THE SCHOOL DISTRICTS TO DO IS TO STEP UP ASSISTING THE COUNTY TO PAY FOR THOSE DEPUTIES, NOT THE VEHICLES, NOT THE UH, UM, NOT THE, NO, NOT THE MAINTENANCE, NOT THE FUEL, NOT THE EQUIPMENT.

JUST ASSIST THE COUNTY A LITTLE BIT IN, IN HELPING PAY FOR THAT.

AND THE STEP UP FUNDING IS OVER SEVERAL YEARS, UH, UP TO A 50% MARGIN, WHICH IS PRETTY STANDARD ACROSS, UH, THE NORTH CENTRAL TEXAS REGION FOR WHAT SCHOOL DISTRICTS AS, UH, PAY OR REIMBURSE THEIR LOCAL POLICE AGENCIES FOR THE ASSISTANCE.

UM, ANYTIME THAT, BASICALLY, ANYTIME THAT THERE'S A, WE HAVE A, A POLICE OFFICER AT THESE AFTERSCHOOL ACTIVITIES THAT IS THEORETICALLY TIME THAT YOU MAY BE TAKING AWAY FROM THEM WHEN THEY'RE ACTUALLY IN SCHOOL.
