SO THAT WOULD INCLUDE LIKE ADDING ADDITIONAL TWO LANES TO THE LOOP ON THAT SEGMENT FROM 180 TO I 20, UH, THE WIDENING AT OAK RIDGE AND, UH, OLD BANKHEAD ROAD.
SO WE HAVE EIGHT OF THOSE PROJECTS.
AND THEN IN PARTNERSHIP WITH TECH STOCK AND COG WOULD BE, UH, SOME NEW, UH, EXTENSIONS OF FRONTAGE ROADS.
SO THESE ARE ALSO NEW CAPACITY, BUT ALSO IMPROVING THE RAMPS IN THAT, UH, SEGMENT.

SO, UM, ANOTHER, UM, GOOD KIND OF BALANCE OF THE PROGRAM OF THESE 35 PROJECTS IS LOOKING AT, UH, KIND OF HOW THEY LINE OUT JURISDICTIONALLY.UH, SO WE HAVE 15 PROJECTS THAT ARE IN, UH, IN THE COUNTY AND, UH, 12 PROJECTS THAT ARE WITHIN A CITY LIMITS, UM, THAT THE COUNTY SUPPORTING AS PART OF THIS, UH, PROGRAM TO GET THOSE IMPROVED.
AND THEN EIGHT PROJECTS THAT ARE ON SYSTEM.
SO THAT WOULD BE THE, THE PROJECTS ALONG THE FRONTAGE ROADS, BUT ALSO INTERSECTION SAFETY PROJECTS THAT ARE ON SYSTEM.
BUT THE, THE COUNTY'S TAKING THE LEAD TO IMPROVE THOSE, UH, SAFETY.
UH, SO THE PROGRAM RIGHT NOW, WE HAVE 25 MILLION THAT IS, UH, ALLOCATED FOR PARTNERSHIPS.
UH, SO SIMILAR TO THE LAST TWO BOND PROGRAMS. SO THESE WOULD BE PROJECTS WHERE THE COUNTY ADVANCES THE ENGINEERING RIGHT OF WAY, UH, GETS THE PROJECT READY, AND THEN, UH, TECH STOCK AND COG WOULD, WOULD TAKE ON BUILDING THE PROJECT AND FUNDING THAT CONSTRUCTION.
UH, SO RIGHT NOW IN THE PROJECTS IDENTIFIED, WE HAVE, UH, 25 MILLION.
25 MILLION WOULD BE THE LOCAL FUNDING TO, UH, LEVERAGE 160 MILLION IN PARTNERSHIPS.
SO A LITTLE BIT ABOUT THOSE PARTNERSHIPS.
SO THE, THE FRONTAGE ROADS I'VE MENTIONED A COUPLE OF TIMES.
SO THIS WOULD BE, UM, COMPLETING THE FRONTAGE ROAD SYSTEM FROM, UH, DENNIS ROAD TO RICK WILLIAMSON, UH, WITH GETTING THE, UH, RAMPS IMPROVED IN THAT CORRIDOR.
UH, SAME THING, UH, WITH THE SEGMENT OF I 20 FROM RICK WILLIAMSON TO SOUTH BOWIE.
SO THOSE AREAS WHERE THERE'S TWO WAY FRONTAGE ROADS, WE WOULD GO TO ONE WAY WHICH IMPROVES THE SAFETY AND, AND PROVIDES THAT FULL FRONTAGE ROAD ACCESS IN THAT SEGMENT.
UH, WE ALSO HAVE THE RAMPS, UH, THAT ARE INTENDED TO PROVIDE ACCESS DIRECTLY TO THE HIGH SCHOOL VERSUS HAVING TO EXIT AT MAIN STREET.
UH, SO THAT'S INCLUDED IN HERE AS WELL.
UH, ONE OF THE QUESTIONS COMMISSIONER HOLT HAD IN THE LAST MEETING IS KIND OF WHAT IS, WHAT HAVE WE SEEN IN TERMS OF CONSTRUCTION PRICE, UH, CHANGES OVER THE YEARS? AND SO THIS IS A GRAPH OF, IF YOU GO BACK TO THE FIRST PROGRAM IN 2008, UH, WAS A $80 MILLION PROGRAM.
AND AS WE LOOK AT HOW CONSTRUCTION COST HAVE INCREASED OVER THE LAST 15 YEARS, THE, THE BUYING POWER FOR THAT $80 MILLION WOULD BE 127 TODAY.
UH, SO IN LOOKING AT, UH, THIS PROGRAM AS WE RUN THROUGH THE COST ESTIMATES, APPLYING THE CURRENT, UH, CONSTRUCTION VALUES, THIS IS THE, THE, THE PROGRAM THAT WE HAVE LAID OUT TODAY IS, UH, 90 MILLION IS EACH OF THE PROJECTS IN THE PRECINCT.
WE HAVE 15 MILLION ALLOCATED FOR DISCRETIONARY.
THAT REALLY PROVIDES, UH, THE COURT A LOT OF FLEXIBILITY AS, UH, AFTER THE ELECTION, IF THERE'S ADDITIONAL OPPORTUNITIES FOR PARTNERSHIPS, UH, DUE TO NEW DEVELOPMENT OR, UM, NEW PROJECTS THAT TECH STOCK'S LEADING, IT GIVES THE COUNTY THE ABILITY TO ALLOCATE FUNDS TOWARDS THAT.
UH, AND THEN THE PARTNERSHIP PROJECTS, WE MENTIONED THAT WE'VE ALREADY IDENTIFIED, UH, THE 25 MILLION THERE.
SO WE'D BE LOOKING AT $130 MILLION PROGRAM THE WAY THAT WE HAVE IT, UH, PLANNED TODAY.
UH, SO ANY QUESTIONS, THAT'S A LOT, BUT IT'S, UH, SOMETHING WE REALLY NEED TO DO.

BUT I'M TRYING TO LOOK AT WHERE THERE MIGHT BE SOME SHORTCOMINGS THERE, UH, THAT COULD FLY BACK AT US, UH, COMMISSIONER ABOUT, UH, WELL I CAN BUILD THIS ROAD FOR THIS AMOUNT.
SO THAT'S, THAT'S, AND THEN WE'RE BACK IN THE SAME SITUATION, YOU KNOW, SO THAT'S, I HAVE A SIMILAR

SO I DON'T KNOW HOW WE WOULD ADDRESS THOSE CONCERNS, WHICH, WHICH I HAVE, BUT THAT'S WHERE I THINK THE CONTRACT, THAT CONTRACT APPROACH SEEMS TO BE, UH, THE BEST ONE THAT I'VE HEARD SO FAR.
SO, AND, AND I'M NOT QUITE SURE HOW TO PROPOSE THIS, BUT IN MY HEAD, THE WAY THAT WE GET AROUND THAT IS WHEN THEY COME FORWARD WITH THE PRELIMINARY PLATT AND THAT'S WHEN WE GO THROUGH THE CHECKLIST, ET CETERA, LIKE WE DO IN PLATTING EVERY WEEK.
IF IT'S A SITUATION WHERE THERE'S NOT A ROAD CONTRACT BECAUSE THEY ARE DOING THE WORK THEMSELVES, THEN IT WOULD BE PRETTY SIMPLE FOR THEM TO PROPOSE AN AMOUNT AND THEN US TO, AND, AND WE KNOW THE FOOTAGE THAT THEY'RE GOING TO DO.
SO IF THEY PROPOSE AN AMOUNT AND IN THAT PRELIMINARY PLAT WE KNOW THAT THAT AMOUNT BREAKS DOWN TO A $6 PER FOOT RATE, OBVIOUSLY THAT'S NOT REASONABLE.
BUT IF THEY COME BACK AND IT COMES BACK AT A $90 A FOOT RATE, WE KNOW THAT IN CURRENT MARKET PRICES, THAT'S PRETTY REASONABLE.
I DON'T KNOW THAT THERE WOULD BE ENOUGH WORK RIGHT NOW, ENOUGH ADDITIONAL WORK RIGHT NOW THAT IT DOESN'T WARRANT JUST TAKING THAT APPROACH FOR NOW AND IF WE NEED TO TWEAK IT, WE CAN TWEAK IT.
UM, THAT WAS MY INITIAL SUGGESTION BECAUSE COMMISSIONER WALDEN, AS YOU POINTED OUT, THERE ARE SOME PITFALLS TO THIS APPROACH.

UH, I I'M, I'M JUST TRYING TO REALLY GET AN IDEA OF WHY WE COULDN'T STOP AND SAY, HEY, THIS, THIS, UH, IS IT, IS IT HALF THE HOUSES ARE BUILT AND NO ROAD HAS BEEN BUILT? AND, UH, SO THEY MIGHT, YOU KNOW, THERE MIGHT BE SOMEBODY THAT WOULD BE ABLE TO GET A LETTER OF CREDIT.
UH, THERE MIGHT BE SOMEBODY THAT WOULD PUT PUT UP CASH, BUT IF THEY'RE NOT BONDABLE, THEN THEN ELIMINATES SOME OF THE FLY BY NIGHT TYPE OPERATORS.
