THE AGENDA HAS BEEN POSTED IN ACCORDANCE WITH THE LAW, WITH THE COUNTY ATTORNEY AND THE COUNTY CLERK'S OFFICE PRESENT.

WE PAUSED THIS MORNING, ESPECIALLY TO GIVE YOU THANKS FOR THE RAIN, FOR THE COOLER TEMPERATURES, AND FOR THE HOPE IT BRINGS FOR A BREAK IN THIS WEATHER THAT HAS BEEN SO HARD.

GOD, WE ESPECIALLY GIVE YOU THANKS FOR ALL OF OUR PUBLIC SERVANTS WHO SERVE THIS COUNTY, WHO SERVE THE PEOPLE OF PARKER COUNTY AND WHO SERVE YOU.

I DON'T KNOW WHERE YOU ALL ARE ON THAT 'CAUSE I MISSED THE DISCUSSION BEFORE, BUT I DID WANT TO REMIND YOU THE IMPORTANCE OF TAKING CARE OF THAT STATUTORY REQUIREMENT.

UM, ON THE BUDGET FOR MY DEPARTMENT, REALLY, THE, I JUST HAD TWO ITEMS, AND I'M TRYING TO GET CLARIFICATION ON THE SOFTWARE AND FIRMWARE UP UPDATE.

THAT COMMUNICATIONS CONCEPT WAS, WAS REQUIRING OF US.

I HAVEN'T BEEN ABLE TO GET ANY UPDATES, AND THAT WAS A NINE TO $12,000 ITEM.

I'D LIKE TO GET BACK WITH YOU ON THAT IF I CAN.

THE OTHER ISSUE FOR MY DEPARTMENT WOULD BE THE UNIFORM ALLOWANCE.

MY, MY BAILIFF WEARS A UNIFORM.

HE'S IN MY LINE ITEM.

HE'S NOT ON THE SHERIFF'S DEPARTMENT.

YOU'VE APPROVED UNIFORM, AS I UNDERSTAND IT FOR THE SHERIFF'S DEPARTMENT.

MY BAILIFF SITS 20 FEET FROM AN INDIVIDUAL WITH THE SECURITY DEPARTMENT AT THE BA AT THE SHERIFF'S OFFICE.

THEY BOTH WORE PANTS.

THEY BOTH WORE SHIRTS.

THEY BOTH HAVE SHOES.

THEY BOTH HAVE BELTS.

IT SHOULDN'T MATTER THAT THE BAILIFF'S UNIFORM IS UNDER MY ALLOWANCE AND THE COURT SECURITY OFFICER IS UNDER THE SHERIFF'S DEPARTMENT.

THEY SHOULD ALL BE GETTING THE SAME.

MY BAILIFF IS PAID ACCORDING TO THE PAY SCALE UNDER THE SHERIFF'S DEPARTMENT.

THE SHERIFF'S DEPARTMENT CARRIES MY GUY'S PAPER, CARRIES HIS LICENSE, DOES HIS TRAINING.

SO IT MAKES ZERO SENSE WHY HE ISN'T GETTING THE SAME UNIFORM ALLOWANCE AS A GENTLEMAN OR THE, OR THE WOMEN THAT ARE COMING IN TO TAKE PRISONERS FROM MY COURTROOM TO THE JAIL OR THE STAFF WITH THE SHERIFF'S DEPARTMENT THAT IS THERE DOING COURTROOM SECURITY.

SO I WOULD ASK YOU TO THINK ABOUT THAT UNIFORM ALLOWANCE.

I THINK TO MY GUY, IT'S A THOUSAND DOLLARS, BUT I'M NOT ASKING FOR JUST HIM, BUT FOR ALL THE OTHERS WHO ARE IMPACTED, AND I THINK IT'S A $7,000 ITEM.

THIRDLY, I'M ASKING YOU TO CONSIDER A PAY RAISE FOR THE, FOR THE EMPLOYEES OF PARKER COUNTY, COMMENSURATE WITH WHAT YOU'RE CONSIDERING FOR THE SHERIFF'S DEPARTMENT.

MY EMPLOYEES ARE TRAINED.

IT TOOK ME YEARS TO GET THEM TRAINED.

WE HAVE QUALITY PEOPLE IN IT.

FINALLY, WE HAVE QUALITY PEOPLE AND BUILDING HAS GROWN.

FINALLY, EACH ONE OF YOUR DEPARTMENTS HAS QUALITY PEOPLE IN IT THAT TOOK LOTS OF TRAINING TO GET THERE.

IF YOU LOOK AT THE COUNTY CLERK'S OFFICE, THE COUNTY JUDGE'S OFFICE, THE DISTRICT CLERK'S OFFICE, THE ELECTIONS, EVERY SINGLE DEPARTMENT IN THE COUNTY HAS QUALITY PEOPLE IN THERE THAT HAVE TAKEN YEARS TO TRAIN.

EVERY ONE OF THEM NEEDS TO BE RETAINED.

COUNTY GOVERNMENT SHOULD NOT BE A PLACE WHERE PEOPLE GO TO DIE BECAUSE THEY CAN'T GET A JOB ANYWHERE ELSE.

IT SHOULD BE WHERE WE HIRE THE QUALITY, THE BEST PEOPLE AVAILABLE.

AND IT FRUSTRATES ME TO BE, HAVE A DEPARTMENT THAT'S TREATED AS A REDHEADED STEPCHILD BECAUSE I THINK MY EMPLOYEES SHOULD BE PAID AND GET AN INCREASE JUST LIKE ANY OTHER DEPARTMENT IN THE COUNTY.

AND SO I APPRECIATE THE 3% COLA THAT YOU'RE SUGGESTING.

THAT JUST KEEPS 'EM AT THE SAME LEVEL.

AND I'M NOT SURE 3% IS SUFFICIENT.

AND I WOULD DEFINITELY ENCOURAGE YOU TO GIVE THEM A RAISE BECAUSE I CAN'T FUNCTION WITHOUT QUALITY PEOPLE IN EVERY OTHER DEPARTMENT, INCLUDING MY OWN AND MIGHT HAVE BEEN WITH ME NOW FOR FIVE OR SIX YEARS.

AND IT'S TAKEN THAT LONG TO GET 'EM TRAINED.

AND THEY CAME WITH ME FROM A DEPARTMENT WHERE THEY HAD TRAINING FOR 10 YEARS.

AND I CAN'T FUNCTION WITHOUT QUALITY IT PEOPLE, QUALITY COUNTY ATTORNEY PEOPLE, AND THEIR STAFF.

'CAUSE YOU CAN HAVE ALL THE CASES FILED IN, BUT IF I CAN'T HAVE ANYBODY IN THE COUNTY ATTORNEY'S OFFICE TO GET 'EM ACTUALLY REVIEWED, FILED, IT DON'T MATTER IF I CAN'T, THE COUNTY CA DON'T HAVE THE COUNTY CLERK'S OFFICE DOING THEIR JOB.

IT DON'T MATTER.

WE ALL WORK TOGETHER.

SO, AND THAT'S MY REQUEST IS THAT YOU CONSIDER A RAISE FOR ALL EMPLOYEES.

I ALSO REQUEST A UNIFORM ALLOWANCE FOR MY BAILIFF.

IT HARDLY SEEMS POSSIBLE THAT IT'S BEEN A YEAR SINCE I'VE COME BEFORE YOU AND ASKED FOR THIS, UM, PROCLAMATION, UM, TO PROCLAIM SEPTEMBER 17TH THROUGH THE 23RD AS CONSTITUTION WEEK AND SPECIFICALLY SEPTEMBER 17TH.

AS AS CONSTITUTION DAY, PARKER COUNTY HAS ON HONORED NATIONAL CONSTITUTION DAY, IN PARTNERSHIP WITH THE WEATHERFORD CHAPTER OF THE D A R FOR 50 OF ITS 70 YEARS, THAT IS QUITE AN ACCOMPLISHMENT, AND WE THANK YOU FOR THAT.

AS OF THIS DATE TODAY, SEPTEMBER 11TH, WHICH IS ALSO PATRIOT'S DAY, IS A SOBERING DATE OF REMEMBRANCE FOR OUR NATION.

IT REMINDS US OF JUST HOW IMPORTANT OUR COUNTRY AND ITS CONSTITUTION IS.

REMEMBERING THE SACRIFICES MADE TO CREATE AND MAINTAIN THIS NATION TO PRESERVE ITS HISTORY, EDUCATE, ITS STU, ITS CITIZENS, AND PERFORM SERVICES TO OUR COMMUNITIES IS THE PURPOSE OF THE DAUGHTERS OF THE AMERICAN REVOLUTION.

UH, YOUR WEATHERFORD CHAPTER OF THE D A R WAS FOUNDED IN NINE, I'M SORRY, I'M GETTING A LITTLE BIT NERVOUS.

WAS FOUNDED IN 1903, JUST 50 YEARS AFTER THE FOUNDING OF PARKER COUNTY OF THE OVER 200 D A R TEXAS CHAPTERS NOW IN EXISTENCE.

OURS WAS THE SIXTH CHAPTER FORMED IN THE STATE AND IS NOW HONORED TO BE ONE OF THE OLDEST CONTINUING FUNCTIONS, FUNCTIONING CHAPTERS AS OF THIS YEAR.

IT HAS SERVED YOUR COMMUNITY FOR AN AMAZING 120 YEARS BEING A SERVICE ORGANIZATION.

, I KNOW, I, I DON'T KNOW.

WE PERFORM THOUSANDS OF VOLUNTEER HOURS EVERY YEAR HERE FOR OUR COMMUNITY.

WE VISIT VETERANS, HONOR THEM WITH CERTIFICATE CEREMONIES, CLEAN AND CARE FOR THEIR GRAVES, PARTICIPATE IN READS ACROSS AMERICA, AWARD SCHOLARSHIPS, SUPPORT CURRENT MILITARY, AND PROVIDE BOOKS TO SCHOOLS AND LIBRARIES.

ENCOURAGING THE STUDY OF THE CONSTITUTION IS A HIGH PRIORITY FOR US.

WE PRODUCED AN ONLINE VIDEO ABOUT THE CONSTITUTION, WHICH WON A NATIONAL AWARD AND ALL THE PARKER COUNTY SCHOOLS HAVE ACCESS TO.

WE ALSO DEVELOPED AND PUBLISH AN AGE APPROPRIATE PAMPHLET ON CORRECT FLAG ETIQUETTE THAT WE DISTRIBUTE TO ALL THE FIRST GRADERS IN PARKER COUNTY EACH YEAR.

AND EVERY FIFTH GRADER IS PROVIDED WITH A CONSTITUTION PAMPHLET.

SOMETHING THAT OUR NATIONAL SOCIETY ENCOURAGES AND WE ARE PARTICIPATING IN THIS YEAR IS THE RINGING OF THE BELLS, PROCLAIMING THE CONSTITUTION BEING SIGNED.

IT IS A SMALL CEREMONY WE WILL HAVE ON THE COURTHOUSE, ON THE COURTHOUSE SQUARE THIS SUNDAY CONSTITUTION DAY AT 3:00 PM TO HONOR THE SIGNING OF THE CONSTITUTION, ENDING THE CEREMONY.

WE WILL RING BELLS AS OUR FOREFATHERS DID AFTER ITS SIGNING IN 1787.

IT SEEMS LIKE SUCH A SMALL THING, MEETING ON A COURTHOUSE SQUARE TO CELEBRATING TO CELEBRATE THE SIGNING OF A PIECE OF PAPER SO LONG AGO.

BUT IT TRULY IS A DAY WORTHY OF REMEMBRANCE AND CELEBRATION.

UM, OUR COMPANY WAS STARTED IN PHILADELPHIA BY SOMEONE WHO WENT THROUGH THE JUSTICE SYSTEM AND RECOVERY SYSTEM HERE IN TEXAS AND MOVED UP THERE, GOT HIS DOCTORATE DEGREE AND STARTED A RECOVERY ORGANIZATION.

AND HE WANTED US TO, AND I AS A FAMILY MEMBER, WANTED TO GIVE BACK TO OUR COMMUNITY BECAUSE WE DIDN'T HAVE THAT WHEN HE WAS GOING THROUGH THERE.

AND SINCE 1989, NATIONAL RECOVERY MONTH HAS BEEN A NATIONAL OBSERVANCE HELD EVERY SEPTEMBER.

AND THIS OBSERVANCE PROMOTES AND SUPPORTS NEW EVIDENCE-BASED TREATMENT AND RECOVERY PRACTICES, SUPPORTS THE RECOVERY COMMUNITY, AND RECOGNIZES THE DEDICATION OF SERVICE PROVIDERS AND COMMUNITIES WHO MAKE RECOVERY IN ALL FORMS POSSIBLE.

AND SO, AGAIN, SO THE LAST THREE YEARS WE'VE BEEN AT THE, UH, NO NEW REVENUE RATE.

SO EVERYTHING BETWEEN THAT AND THE VOTER APPROVAL RATE, UM, IS INCLUDED IN THAT UNUSED INCREMENTAL RATE THAT YOU CAN THEN USE IN, AGAIN IN FUTURE YEARS.

IT'S A DIFFICULT SITUATION WHEN WE HAVEN'T COMPLETED WORK ON THE BUDGET YET TO SET A PROPOSED TAX RATE.

AND I RECOGNIZE THIS IS JUST A PROPOSED RATE THAT THE ACTUAL ADOPTION WILL BE ON SEPTEMBER 25TH.

IS THAT CORRECT? CORRECT.

UM, SO AGAIN, IN PRIOR YEARS WE'VE BEEN AT THE NO NEW REVENUE RATE.

SO WHEN WE HAVE THAT PUBLIC HEARING, IF IT'S NOT ADOPTED, IT NEEDS TO BE ADOPTED BY SEPTEMBER 30TH.

AGAIN, IF WE ARE ABOVE THE NO NEW REVENUE RATE, UH, THEN YOU CAN HAVE THE PUBLIC HEARING AND THEN YOU HAVE TO ADOPT WITHIN SEVEN DAYS OF THAT MEETING IF YOU'RE ABOVE THE NO NEW REVENUE RATE.

SO, UH, AS WE'VE DISCUSSED BEFORE, THE PUBLIC HEARING WOULD BE ON SEPTEMBER 18TH WITH THE ADOPTION THEN BEING ON SEPTEMBER 25TH, WHICH IS THE DAY THAT, UM, THE BUDGET WILL BE ADOPTED.

AND ALTHOUGH THE STATUTE DOESN'T, UM, SPECIFICALLY ADDRESS IT, YES, THAT IS THE CEILING.

UM, IF YOU GO DOWN, THAT WOULD BE ALLOWED.

AGAIN, YOU COULDN'T GO BACK UP BECAUSE THEN YOU WOULD HAVE TO GO THROUGH ALL THE NOTIFICATIONS AND PUBLICATIONS AGAIN TO NOTIFY THE PUBLIC OF THAT TAX INCREASE.

SO ONCE WE ADOPT THE PROPOSED, YOU CAN GO DOWN, BUT YOU CAN'T GO UP.

AND SO EVEN THOUGH IT DOESN'T SPECIFICALLY STATE IT, THAT'S THE INTERPRETATION THAT IT'S, IT'S THE CEILING IF YOU GO DOWN, OKAY, BUT YOU CANNOT GO UP.

UH, WE CAN'T, WE CAN'T, THERE'S JUST, THERE'S NO WAY WE'RE GONNA BE ABLE TO DO THIS.

WE'VE GONE THROUGH THE MATHEMATICS OF IT AND, UM, TRYING TO BE AS CONSERVATIVE AS WE CAN.

BUT AGAIN, I THINK, UH, LIKE EVERYBODY, UH, WITH A COUNTY WITH A NUMBER SIX IN THE NATION THAT'S GROWING, WE GOT NEEDS AND WE'RE DEALING WITH THOSE NEEDS FROM A TRANSPORTATION STANDPOINT, WHICH IT WILL SELF-FUND ITSELF.

UH, I DO THINK WE NEED TO LOOK AT, UM, SOMETHING THAT'S GONNA BE SUSTAINABLE FOR US TO GET US BACK ON TRACK.

UM, AND WE'D FOCUS ON THIS YEAR.

BUT IF WE CAN, IF WE CAN DO THIS RIGHT, WE CAN GET US THOSE BACK ON TRACK FOR FUTURE YEARS OF EVEN AN EFFECTIVE TAX RATE.

BUT IT'S VERY DIFFICULT WHEN YOU HAVE NEEDS THAT WE ARE DILIGENTLY, ESPECIALLY IN PUBLIC SAFETY, UM, TRYING TO MEET THOSE NEEDS AND THAT'S SAVING LIVES, UH, TO DEAL WITH THOSE GROWING NEEDS AND MAINTAIN THAT EFFECTIVE RATE.

IT'S JUST NOT GONNA BE POSSIBLE THIS YEAR TO DO THAT.

AND SO WHAT WE'RE GONNA LOOK AT IS, IS WHAT'S GOING TO BE, UH, BEYOND THAT.

AND THAT'S THE DISCUSSION THAT WE'RE HERE AT AT NOW.

AND, UH, SO, UM, THERE'S ALWAYS A NEED ALSO ON THE, UM, ROAD AND BRIDGE AND THAT NEEDS TO BE ADDRESSED AS WELL.

AND THEN I'D, I'D RATHER SEE A, A, A DIFFERENT TAX RATE OR INCREASED TAX RATE TO PROVIDE MORE REVENUE RATHER THAN CONTINUE TO PULL OUT A FUND BALANCE.

UM, THAT'S NOT SUSTAINABLE OVER TIME.

AND ONE ADDITIONAL THING, AND I HAD, UM, PROVIDED IT TO YOU ALL PRIOR TO COURT TODAY.

UM, AGAIN, ROAD AND BRIDGE, THAT'S WHERE ALL THE TAX REVENUE GOES THROUGH, AS WELL AS, UM, THERE'S FEES FROM AUTO REGISTRATION, THERE'S SOME COURT FINES FROM COUNTY COURT AT LAW.

UM, INTEREST, THERE'S A SMALL GRANT THAT WE RECEIVE FROM THE STATE, ALL OF WHICH, UM, GOES TO FUND ROAD AND BRIDGE.

AND SO ROAD AND BRIDGE DOES HAVE A SEPARATE FUND BALANCE.

UM, AND SO WE BEGAN FISCAL YEAR 23 WITH A FUND BALANCE, UH, IN ROAD AND BRIDGE OF ABOUT 1.5 MILLION.

SO AGAIN, THAT'S, YOU KNOW, I KNOW THAT THERE WAS A PRIOR, UH, MOTION AND, UM, ACTION TAKEN TO TAKE A MILLION DOLLARS FROM GENERAL FUND, BUT THERE IS, UH, AVAILABILITY IN THE ROAD AND BRIDGE FUND TO TAKE THAT.

UM, WHICH THEN WOULD FREE UP A MILLION DOLLARS IN GENERAL FUND TO GO TO ALLOCATE TO THE OTHER PURPOSES THAT YOU ALL HAVE ALREADY APPROVED.

HOW LONG DID IT TAKE TO ACCUMULATE THAT IN THE ROAD

BRIDGE? UM, SO WHEN THE ALLOCATION IS SET AT THE BEGINNING OF THE YEAR, IT'S SET OFF OF PROJECTION.

SO AGAIN, UH, THE BIGGEST PIECE OF THAT BEING PROPERTY TAXES, BUT THERE IS A UN COLLECTABILITY THAT'S FACTORED IN THERE.

SO IF WE COLLECT ABOVE WHAT WE PROJECTED THAT GOES TO IT, UM, AS WELL AS ONE OF THE BIG THINGS IS DELINQUENT PROPERTY TAXES.

SO AGAIN, IT'S, UM, WE JUST LOOK AT HISTORICALLY WHAT WE'VE COLLECTED, BUT, UM, THAT INCLUDES INTEREST AND PENALTIES THAT COME TO THE COUNTY.

UM, AND THEN AGAIN, UH, TAX ASSESSOR FEES, COUNTY CLERK FINES, AND THOSE ARE JUST OFF OF, YOU KNOW, CERTAIN CASES.

SO THEY, THOSE CAN FLUCTUATE, UM, FROM YEAR TO YEAR.

AND THEN IN THIS LAST YEAR, UM, YOU KNOW, A BIG POSITIVE VARIANCE THAT WE'LL HAVE FOR FISCAL YEAR 23 IS INTEREST INCOME.

SO WHAT YOU'RE, FROM THE AUDITOR STANDPOINT, YOU'RE, YOU'RE LOOKING AT 1.5 MILLION WHAT WE HAVE IN THERE AND, AND USING THAT MONEY ON THE REQUEST INSTEAD OF PULLING OUT A FUND BALANCE.

WE, ACROSS OUR SIX COUNTIES, OVER THE PAST 12 MONTHS, UH, WE HAVE SERVED 9,978 INDIVIDUALS WITH MENTAL ILLNESS.

THAT'S AN UNDUPLICATED COUNT OF INDIVIDUALS THAT RECEIVED A SERVICE FROM OUR ORGANIZATION.

WE RE SERVED OVER 600 INDIVIDUALS WITH DEVELOPMENTAL DISABILITIES, AND THAT CAN BE MENTAL RETARDATION, AUTISM, THOSE TYPES OF DISABILITIES.

SO BRINGING THOSE NUMBERS DOWN TO PARKER COUNTY.

UH, WE HAVE SERVED 2038 ADULTS IN PARKER COUNTY WITH MENTAL ILLNESS OVER THE PAST 12 MONTHS OF, AND THOSE ARE ADULTS.

WE'VE SERVED 573 CHILDREN AND ADOLESCENTS.

AND I'M HERE TO TELL YOU THAT NUMBER'S ON THE RISE, THAT NUMBER IS ON THE RISE.

COVID, THE ISOLATION, THE SCHOOL'S CLOSING DOWN HAS REALLY DONE A NUMBER ON OUR KIDDOS.

IT'S GONNA TAKE, I DON'T KNOW HOW LONG, UH, FOR OUR KIDS TO RECOVER FROM THAT.

SO, UH, WE DO HAVE A, A SYSTEM OF CARE GRANT, AS YOU KNOW, THAT'S ACTIVE IN THIS COUNTY, AND WE'RE VERY HAPPY ABOUT THAT.

IN CLOSING, I THOUGHT YOU MIGHT BE INTERESTED TO KNOW THAT WE HAVE APPLIED FOR THREE SPECIAL GRANTS THAT HAVE COME OUT THIS YEAR, UH, OUT OF THIS LAST LEGISLATIVE SESSION.

UH, A CHILDREN'S RESPITE CRISIS, RESPITE HOME.

UH, WE'VE A, WE'RE ASKING FOR $2.3 MILLION TO, UH, FUND A PROGRAM LIKE THAT.

THAT WOULD BE A PLACE FOR KIDS TO GO.

SO THEY DON'T HAVE TO GO TO INPATIENT PSYCH OR IF THEY'RE HAVING DIFFICULTIES AT HOME AND THEY CAN'T STAY AT HOME AND THEY HAVE NO OTHER RESOURCES, THEY CAN GO THERE.

IT'LL HAVE A THERAPEUTIC COMPONENT.

THERE WILL BE A LICENSED COUNSELOR THAT WORKS WITH THOSE KIDS IF, IF THEY'RE PLACED THERE.

IT'S A VOLUNTARY PROGRAM.

SO THERE'S NO, NO COMMITMENT TO THAT PROGRAM.

UH, MENTAL HEALTH COMMITMENT.

WE ALSO ARE ASKING FOR $516,000 FOR, UH, TO EXPAND OUR FIRST EPISODE PSYCHOSIS PROGRAM.

THIS IS A PROGRAM, UH, THAT IS, UH, IDENTIFIES INDIVIDUALS THAT HAVE THEIR FIRST PSYCHOTIC BREAK, TYPICALLY 15 TO 18 YEARS OLD, AND IT KEEPS THEM IN THE SAME PROGRAM UNTIL THEY'RE 30 YEARS OLD.

AND THIS IS SHOWING GREAT OUTCOMES.

WE HAVE THE PROGRAM NOW, BUT WE ASK TO EXPAND IT.

WE'RE EXCITED AND HOPE WE GET THAT.

AND, UH, LAST BUT NOT LEAST, WE'RE ASKING FOR $6.4 MILLION FOR A EMERGENCY, UH, CRISIS FACILITY.

UH, LIKE A, UH, A FACILITY WHERE LAW ENFORCEMENT CAN DROP OFF INDIVIDUALS THAT THEY PICK UP WITH, THAT THEY SUSPECT HAVE MENTAL ILLNESS OR MAYBE HAVE A HISTORY OF MENTAL ILLNESS.

AND WE CAN HOLD THEM FOR A COUPLE OF DAYS LEGALLY.

UH, AND WE CAN EVEN, UH, ORDER MEDS, UH, DURING THAT TIME PERIOD, UH, TO SEE IF WE CAN'T STABILIZE THE INDIVIDUAL.

AND HOPEFULLY THAT'LL CUT DOWN ON A LOT OF DRIVING TO JOHN PETER SMITH AND WICHITA FALLS AND ALL OVER THE PLACE, UH, TO, UH, DELIVER FOLKS TO INPATIENT CARE.

WE HAD, UH, AS FAR AS CRISIS SERVICES GO, REGIONWIDE, WE HAD 1,940 CRISIS INTERVENTIONS OVER THE PAST YEAR ACROSS ALL SIX COUNTIES FOR PARKER COUNTY.

WE HAD 564 JUST IN PARKER COUNTY, 150.

ONE OF THOSE RESULTED IN AN INVOLUNTARY COMMITMENT TO INPATIENT PSYCH HOSPITAL.

77 WERE VOLUNTARY, WHICH IS GOOD.

AND WE DIVERTED 336 INDIVIDUALS TO OTHER RESOURCES OR OTHER SERVICES.

SO IT PAYS TO HAVE A, A CRISIS INTERVENTION TEAM.

AND, UH, WITHOUT IT THEN THEY'D PROBABLY ALL, ALL BE GOING TO THE STATE HOSPITAL.

UM, IN PROJECTIONS, OBVIOUSLY, UH, JUDGE DEAN, JUST LIKE WHAT YOU SPOKE TO, UM, THERE ARE A LOT OF VARIABLES THAT ARE STILL UNKNOWN, UM, BASED UPON THE, UH, COLLABORATION AND ASSISTANCE THAT WE WILL RECEIVE FROM THE SCHOOLS.

AND SO, UM, WE'VE HAVE SOME ADJUSTMENTS THERE AND I THINK I HAD PROVIDED YOU

SO I'D ADDED THIS LINE IN BECAUSE THOUGH THE VEHICLES THAT, UM, WE THOUGHT WERE GONNA BE IN MID-SEPTEMBER, ALL OF A SUDDEN WE GET A CANCELLATION NOTICE FROM FORD.

I DON'T KNOW IF IT'S FROM FORD OR FROM THE DEALERSHIP, BUT THOSE FORD EXPLORERS FOR TRANSPORT, WE WILL NOT BE GETTING, WE ARE WORKING WITH ANOTHER DEALER TO SEE IF WE CAN GET A COUPLE OF, UM, PICKUP TRUCKS FROM THEM THAT THEY MIGHT STILL HAVE ON THEIR LOT THAT CAME AVAILABLE FROM ANOTHER ENTITY THAT DIDN'T, UM, ACCEPT AS MANY AS WHAT THEY HAD ORIGINALLY ORDERED.

SO, UM, WE'RE CROSSING OUR FINGERS THAT WE CAN GET THOSE THIS WEEK.

IF NOT, WE WILL NEED TO ROLL OVER THAT 98,000 409 50 AND WE DEFINITELY NEED TO ROLL OVER THE 17,900 FOR OUTFITTING.

UM, THEN ALL OF THE ITEMS IN BLUE, THOSE ARE ITEMS THAT WE NEED TO ADD THAT, UM, FOR MOTOROLA RADIO CHARGERS, SIX-WAY RADIO CHARGERS, PROGRAMMING CABLES AND AND SO FORTH FOR THE SHERIFF, UM, FIRE MARSHAL'S OFFICE AND THEN STRIPING FOR 10 TAHOES.

UM, THAT WON'T BE THE, THE, UM, COMPANY THAT'S DOING THE STRIPING WON'T BE ABLE TO GET TO 'EM UNTIL AFTER THE 1ST OF OCTOBER.

AND, UM, AN ADDITIONAL ONE, THOSE ARE 10 FOR, FOR PATROL AND THEN AN ADDITIONAL ONE FOR ANIMAL CONTROL.

AND THEN THE ME'S OFFICE NEEDS TO ALSO ROW 4,000 990 25 OVER, UM, AS WELL.

SO THAT'S ALL OUT OF FY 23 BUDGET THAT WAS ALREADY APPROVED IS JUST ROLLOVER.

AND SO, UM, WE HAVE, UH, SINCE RECEIVED A QUOTE FROM THE SAME COMPANY TO PURCHASE THE BUILDING AND TO PURCHASE IT, IT WOULD BE 325,000, WHICH YOU WOULD PAY FOR IT IN FIVE YEARS OF RENTAL.

SO YOU MIGHT, AS IT MAKES MORE SENSE TO GO AHEAD AND PURCHASE IT FEASIBLY.
