THAT WILL PROVIDE REALLY NICE MARKETING MATERIAL THAT OUR CONCERNED CITIZENS CAN SHARE ON FACEBOOK, SOCIAL MEDIA, ET CETERA, TO TRY TO INGRAIN IN THE SOCIAL CONSCIOUSNESS FOR THE FOLKS WHO ARE MOVING IN THAT WHEN YOU WATER YOUR LAWN, THAT'S NOT FREE WATER.

YOU KNOW, WE DON'T NEED TWO TO FIVE ACRES OF REALLY GREEN ST.

LIKE I THINK IF WE'RE GONNA HAVE THE COMMISSIONER FOR PRECINCT TWO SPEAK, IT SHOULD HAVE BEEN MR. PEACOCK BECAUSE HE WAS THE COMMISSIONER FOR THE VAST MAJORITY OF THAT PROJECT, AND I THINK HE PROBABLY DID, OR I KNOW HE DID QUITE A BIT MORE WORK THAN I DID.

UM, SO THAT'S JUST SOMETHING I'D LIKE TO THROW OUT TO THE COURT THAT IN THE FUTURE, LET'S, LET'S BRING BACK SOME OF THESE PEOPLE THAT SPEND A LOT OF HOURS AND A LOT OF TIME ONCE IT ACTUALLY CROSSES THE FINISH LINE.

SO THE RESIDENCE OF SILVERSTONE AND MEADOW VISTA APARTMENTS HAVE INDICATED THAT THE NOISE LEVEL OFF OF THE LOOP IS, UH, PRETTY EXCESSIVE.

UM, WE DON'T HAVE ANY OFFICIAL READINGS YET, SO WHAT I'VE ASKED FREEZING NICHOLS TO DO IS TO GATHER BIDS, UM, USING FUNDS THAT ARE ALREADY EXISTING.

THIS WOULD NOT REPRESENT AN INCREASE TO TAXPAYERS AT ALL.

IT'S NO NEW MONEY THAT WOULD NEED TO BE SPENT.

THESE ARE FUNDS THAT ARE LEFT OVER FROM THE 2016 TRANSPORTATION BOND.

I'VE ASKED FRIES NICHOLS TO GATHER QUOTES AND BRING THEM TO COURT SO WE CAN MAKE A PROPER DECISION ON HOW TO ALLEVIATE THE NOISE POLLUTION ISSUES ON SILVERSTONE.

AND HAS ANYBODY DONE? I I CAN'T HEAR YOU.

IF IT'S FOUR 50,000, WE HAVE TO OKAY, THEN WE'LL, WE WILL INFORM, UH, MR. BOSCO OF THAT.

BUT WE WILL, AS PART OF THIS PROJECT FOR US TO SPEND MORE MONEY ON IT THAT, DOES IT HAVE TO BE OVER 85 OR IT'S JUST, WE JUST DO IT? WELL, THAT'S AN OFFENSE AND THAT'S USED IN A CRIMINAL CODE AS SOMEONE'S COMMITTING THE OF OFFENSE OF NOISE POLLUTION ONTO THE NEIGHBORS.

BUT, UH, YOU KNOW, VISITING WITH HOUSTON AND SOME OF THE OTHER, UH, COUNTIES THAT HAVE PURSUED NOISE POLLUTION, THEY'RE VERY DIFFICULT CASES TO PROVE UP BECAUSE IT'S NOT USUALLY, IT'S NOT A CONSTANT SOUND, IT'S A INTERMITTENT, IF YOU'RE MOWING YOUR LAWN, YOU'RE OVER THE 85 DECIBEL AND IF YOU'RE USING A CHAINSAW.

SO THERE'S A LOT OF SITUATIONS WHERE IT WOULDN'T BE APPLICABLE TO THAT TYPE OF SITUATION.

AND PROBABLY HERE THAT WOULDN'T BE THE CASE EITHER WITH TRAFFIC GOING UP AND DOWN THE ROAD.

AND SO JUST LIKE WITH, UH, GSS B 84, WHICH WAS, UM, LEASES, WE WILL HAVE TO GATHER, AND SOME OF YOU HAVE MAY HAVE SEEN THE EMAILS THAT I SENT, UM, EARLIER THIS SUMMER, UM, RELATED TO THOSE REQUESTS.

EMERGENCY MANAGEMENT ROAD AND BRIDGE CLEARLY IS AGAIN, ONE OF THE MOST PROACTIVE THINGS BECAUSE THERE'S MORE CARS ON OUR ROAD TODAY.

AND I THINK THAT IS REFLECTIVE IN THE BUDGET WE HAD.

WE HAD NO CHOICE WITH THIS.

UH, BUT TO FUND THOSE, THOSE NEEDED RESOURCES, GIVEN THE GROWTH, GIVEN THE THE AMOUNT OF TRAFFIC THAT WE HAVE WORKING WITH OUR TRANSPORTATION PARTNERS, THERE'S AN OBLIGATION HERE FOR US TO STEP UP AND BE THE COUNTY THAT WE NEED WITH THE GROWTH THAT WE HAVE.

AND SO WHILE WE DON'T, NOBODY WANTS TO RAISE TAXES, BUT WE WERE IN A SITUATION WHERE IN THE LAST FIVE YEARS, UH, VIRTUALLY WE, WE'VE MAINTAINED AN EFFECTIVE RATE AND KEPT THOSE TAXES AT A MINIMUM.

UNFORTUNATELY, THAT CAME TO THE POINT WITH THE GROWTH THAT WE HAVE, THAT THAT NO LONGER WAS AN OPTION.
