UH, THE COURT APPOINTED AN EVALUATION COMMITTEE CONSISTING OF COMMISSIONER LARRY WALDEN, COMMISSIONER GEORGE CONLEY, COUNTY ATTORNEY JOHN FORREST, TREASURER BECKY MCCULLOUGH, AUDITOR BRIANNA FOWLER AND PURCHASING AGENT KIM RIVAS.

UM, THE COMMITTEE NARROWED DOWN THE RESPONSES TO A SHORT LIST OF TWO, INCLUDING FRIESA NICHOLS AND WESTWOOD ENGINEERS, AND THEY MADE PRESENTATIONS TO THIS COMMITTEE ON DECEMBER 12TH, 2023.

AS A RESULT OF THE PRESENTATIONS, THE COMMITTEE RECOMMENDS AWARD TO FREEZA NICHOLS TO COMMISSIONER'S COURT AND REQUEST AUTHORIZATION FOR THE COUNTY ATTORNEY AND PURCHASING AGENT TO BEGIN NEGOTIATIONS OF THE CONTRACT.

AND AT THIS TIME, I'LL OKAY.

I THINK IT WAS A GOOD, GOOD, UH, EXERCISE BECAUSE IT GAVE US THE OPPORTUNITY TO LOOK AT THINGS WE MIGHT LIKE TO WORK ON AND IMPROVE, HOWEVER, IT WAS UNANIMOUS.

I HAVE A COUPLE OF, OR I HAVE ONE QUESTION AND ONE JUST DISCUSSION POINT.

UM, DID WE DO ANY TYPE OF GRADING SYSTEM OR ANYTHING LIKE THAT? I KNOW WE DID SOMETHING LIKE THAT WITH THE JUSTICE CENTER ISSUE THAT CAME UP RECENTLY.

DID WE DO ANYTHING LIKE THAT FOR THIS GRADING? THE, THE RESPONSES AND THE TWO COMPANIES? WELL, JUST ALL THE FOLKS WHO, WHO SUBMITTED A RESPONSE, SO I'LL ANSWER THAT FOR, FOR, UH, WE, WE DID GRADING FOR THE FOUR PROPOSALS, AND THEN WHEN IT CAME DOWN TO IT, UH, UH, WE DID NOT GRADE AMONG THE, THE TWO, THE FINALISTS.

AND, UH, WE JUST LISTENED TO THE PRESENTATIONS AND IT WAS PRETTY OBVIOUS IN OUR, UH, JUDGMENT THAT THERE'S A CLEAR CUT, UH, WINNER.

SO, NO, NOT FOR THE FINAL ONE, BUT WE DID FOR THE PREVIOUS ONE, WE EVALUATED THEM AS TO THEIR, UH, ABILITY TO PERFORM.

I SCRUTINIZED BOTH OF THOSE COMPANIES PRETTY GOOD.

AND WE, WE WOULD BE LOSING A LOT IF WE DON'T STAY WITH FREEZING NICHOLS.

YEAH, WE'D BE GOING BACKWARDS.

I FEEL LIKE, UM, JUST ON THE DISCUSSION PIECE, FREEZING NICHOLS HAS BEEN INCREDIBLY HELPFUL.

CHRIS HAS BEEN EXTREMELY HELPFUL.

DUSTIN'S BEEN EXTREMELY HELPFUL WORKING THROUGH THIS PROCESS.

AND SO I THINK THAT WE'VE ARRIVED AT A VERY GOOD CONCLUSION.

BUT I WOULD STRESS TO THE COURT AGAIN, THAT WHEN WE STRUCTURE THE CONTRACT, I'D LIKE IT TO BE BUILT IN SUCH THAT WE'RE NOT PUTTING ALL OF THE BURDEN ON FREEZING NICKELS, BUT INSTEAD THERE'S THE ABILITY TO

SUBCONTRACT OUT TO OTHER ENGINEERING FIRMS ON A CASE BY CASE BASIS.

WELL, THE, THAT'S THE POINT THAT I HAVE.

I THINK THAT'S STILL COMING UP THOUGH IN THE NEGOTIATION PHASE.

WHAT WE GOT OUTTA THAT IS THEY DIDN'T WANT IT, EITHER ONE OF THEM DIDN'T WANT THE OTHER ONE'S HELP.

SO, WELL, DURING, DURING THE, UH, TOWN HALL MEETINGS, THERE'S PROBABLY 30 OF THOSE THINGS THAT, UM, I DON'T THINK FRIESA NICHOLS HAS THE CAPACITY OR ANY, ANY ENGINEERING FIRM FOR THAT MATTER, TO DO EVERY SINGLE THING THAT NEEDS TO BE DONE ON 32 PROJECTS.

I THINK IT'S GONNA TAKE A COLLABORATIVE EFFORT LED BY FRIESA NICHOLS TO HELP AND, AND, AND DETERMINE THOSE PARTNERS AND, AND WORKING WITH THE COMMISSIONERS, BECAUSE THE COMMISSIONER'S GONNA HAVE A BIG SAY IN THIS.

IS THAT CORRECT, CHRIS? AND SO, UH, GOING INTO THIS, IT WAS ALWAYS THE INTENT TO DO THAT, UH, TO GET THESE PROJECTS DONE IN A TIMELY MANNER, UH, WHICH IS 32 OF 'EM, WHICH IS UNPRECEDENTED, WHICH WE'VE NEVER DONE THAT BEFORE.

AND SO, UM, I I CAN HONESTLY SAY THAT HAD IT NOT BEEN FOR FRIESA NICHOLS, UM, THE BOND, I MEAN, WHETHER TO PASS OR NOT, THEY HAD AN INSTRUMENTAL IMPACT ON THAT BOND, UH, PASSING BECAUSE OF, OF, OF CHRIS BOSCO IN THOSE MEETINGS, UH, CAME VERY CREDIBLE, KNOWLEDGEABLE, AND BROUGHT A LOT OF CREDIBILITY TO THOSE MEETINGS.

AND SO I JUST WANT TO THANK YOU PERSONALLY FOR THAT AS WE DID THAT.

UH, IT ALLOWS TO KIND OF SET THAT BASELINE AND, AND THAT, UH, AND THEN, UH, AS WE'VE DONE THE PAST PROGRAMS, EACH PROJECT'S INDIVIDUALLY VOTED ON, UH, BY THE COURT.

UH, SO THAT'S, WE KIND OF SET THE PLAN AND THEN, UM, EXECUTE EACH PROJECT INDIVIDUALLY AS WELL AS THE PRIORITIZATION OF THOSE PROJECTS AS WELL.

UH, HE WANTS TO FILL A CURRENT POSITION WITH A CURRENT COUNTY EMPLOYEE THAT IS ON THE ADOPTED LAW ENFORCEMENT STEP IN GRADE PAY SCALE.

THE POSITION WAS APPROVED AND IT TOOK EFFECT ON OCTOBER 1ST.

HE DOES CURRENTLY HAVE ENOUGH MONEY IN THIS LINE TO PAY FOR THE REMAINDER OF THE YEAR'S SALARY.

UM, THE POSITION WAS BUDGETED AT 65,342.

HOWEVER, THE PERSON THAT HE WOULD LIKE TO PUT INTO THAT POSITION, WHO IS CURRENTLY A PARKER COUNTY EMPLOYEE, IS CURRENTLY BEING PAID APPROXIMATELY 81,000.

THE DEPUTY, THE DEPUTY WILL BE WORKING WITH JUVENILES ON A REGULAR BASIS HANDLING WRIT OF ATTACHMENTS AND TRUANCY.

AND BECAUSE OF THAT NEED, UM, THE CONSTABLE FEELS LIKE IT'S VERY IMPORTANT THAT WE GET SOMEONE WHO'S EXPERIENCED THAT.

WE DON'T GET SOMEONE WHO'S KIND OF FRESH OUT OF, OR FRESH OFF OF, UH, YOU KNOW, THE ACADEMY OR THE STREETS OR WHATEVER.

AND THEREFORE, THAT'S WHY HE FEELS LIKE IT'S IMPORTANT TO GET SOMEBODY WHO HAS MORE EXPERIENCE, ESPECIALLY WITH KIDS, WHICH IS WHY THIS PERSON WOULD BE A GOOD FIT, HENCE THE HIGHER SALARY.

SO HE IS, UM, ASKING FOR CONSIDERATION TO APPROVE THIS.
