MORNING.UM, WE CELEBRATE NATIONAL CRIME VICTIMS RIGHTS WEEK ANNUALLY AND FOR THE PAST 14 YEARS.
WE HAVE ALSO COMBINED THAT WITH, UM, OUR ART CONTEST, THE PARKER COUNTY ATTORNEY SCHOOL ART CONTEST.
IT'S OPEN TO EVERY SCHOOL IN PARKER COUNTY, EVERY SCHOOL AGE PERSON IN PARKER COUNTY.
AND I'M SURE MOST OF YOU HAVE GONE AND SEEN THE DISPLAYS THAT ARE AVAILABLE AT THE ANNEX, BUT THEY'RE TRULY AMAZING AND THE SCHOOLS HAVE EMBRACED IT, AND IT'S A REALLY GOOD OPPORTUNITY TO BRING AWARENESS TO THE RIGHTS OF VICTIMS AND TO KEEP THEM IN MIND, AND ALSO, ESPECIALLY FOR STUDENTS TO KEEP THEM ON TASK WITH BEING AWARE AND TELLING SOMEBODY IF THEY SEE SOMETHING.
AND SO I HOPE ALL OF YOU WILL GO BY AND LOOK AT THE ENTRIES.
THEY'LL BE ON DISPLAY FROM THE 22ND TO THE 26TH, AND WE'LL HAVE A RECEPTION ON THAT FRIDAY TO HONOR THE, UM, THE WINNERS OF THE CONTEST.

BUT EVEN IF YOU GO TO A DIFFERENT COLLEGE AFTER YOU GRADUATE, YOU CAN TAKE ADVANTAGE OF THAT BY GOING TO SUMMER SCHOOL AND, AND THEY'RE BIG, BIG SUPPORTERS.
SO, UM, I HOPE THAT YOU WILL ALL JOIN US.
AND THEN ALSO WE TALK ABOUT THE PROTECTIVE ORDERS WE PROVIDE OUT OF OUR OFFICE AND THE FACT THAT THERE'S NO FEE, YOU NO COST TO THAT.
UM, THE PARKER COUNTY ATTORNEY'S OFFICE IS OPEN ALWAYS TO VICTIMS OF CRIME WHO MEET THE ELEMENTS AND CHOOSE TO PURSUE AN ORDER OF PROTECTION.
UM, THESE ARE PEOPLE IN VIOLENT SITUATIONS AND, UM, OFTENTIMES SITUATIONS WHERE FUNDS ARE JUST NOT AVAILABLE TO THEM TO PURSUE PROTECTION.
AND WE NEVER CHARGE, THE COUNTY NEVER CHARGES FOR THE PROTECTIVE ORDERS.
AND WE HAVE, EVEN DURING COVID, WE WERE ALWAYS AVAILABLE TO THE VICTIMS. THEY COULD COME AND TALK TO US.
WE TAKE ALL OF THEM AND IT'S A, A HEAVY TRAFFIC, UNFORTUNATELY.
BUT, UM, WE HAVE A GREAT DEPARTMENT.
WE DON'T TYPICALLY LOSE PROTECTIVE ORDERS 'CAUSE WE TAKE, WE'RE WELL, WELL VERSED IN AND WELL PREPARED.
AND I DO WANNA POINT OUT ONE OTHER THING.
CRIME VICTIMS COMPENSATION, WE TALKED ABOUT THAT FOR A LITTLE BIT.
UM, CRIME VICTIMS COMPENSATION IS A FUND THROUGH THE ATTORNEY GENERAL'S OFFICE.
IT'S A FUND THAT HISTORICALLY IS NEVER FULLY ACCESSED EVERY YEAR, BUT THE MONEY FOR THAT IS PROVIDED THROUGH CRIMINAL CASES AND THE FEES ASSOCIATED AND THE PENALTIES ASSOCIATED.
THEY, THOSE, THOSE GO TO THE STATE FOR THIS FUND.
UH, IT'S BEEN IN PLACE SINCE THE REAGAN ADMINISTRATION AND TEXAS, I THINK WAS THE THIRD STATE TO BEGIN PARTICIPATING IN THE PROGRAM.
AND, UM, WE HAVE A LOT OF TRAFFIC FOR THAT TOO.
VICTIMS OF VIOLENT CRIMES ARE ELIGIBLE FOR SERVICES THROUGH CRIME VICTIMS COMP, AND SOMETIMES WE HAVE TO WORK A LITTLE HARDER TO GET THOSE SERVICES FOR THEM, BUT WE PURSUE IT AND, AND, UM, HAVE A GREAT RELATIONSHIP WITH THE AG.
IT'S NOT AS FAST USUALLY AS WE WANT IT, BUT IT CAN HELP PEOPLE WHO NEED TO GET OUT OF A BAD SITUATION WITH RELOCATION COSTS, WITH MEDICAL COSTS, AND WITH BURIAL FEES IF NECESSARY.
SO, UM, IT'S AN AMAZING ASSET THAT THE STATE OF TEXAS HAS AVAILABLE FOR VICTIMS OF CRIME.
UH, LISA, I'VE GOT A PROCLAMATION HERE.

AND WHEREAS WE KNOW THEY COUNTLESS SURVIVORS NEVER TELL ANYONE ABOUT WHAT HAPPENED TO THEM.
AND WHEREAS EACH OF US HAVE A MORAL RESPONSIBILITY TO ACTIVELY PARTICIPATE IN THE HEALING OF OTHERS.
AND WHEREAS VICTIM SERVICE PROVIDERS, COMMUNITY MEMBERS, BUSINESS, PLACES OF WORSHIP COLLEAGUES, NEIGHBORS AND FAMILY MEMBERS ARE CAPABLE OF PROVIDING VICTIM-CENTERED TRAUMA-INFORMED AND CULTURALLY RECEIVED SUPPORT.
WHEREAS WE MUST DO EVERYTHING WE CAN TO SHOW SURVIVORS THAT HOPE, THE BELIEF IN THE FUTURE WILL BE BETTER.
IT IS NOT JUST TANGIBLE, BUT WITHIN THEIR REACH.
WHEREAS NATIONAL CRIME VICTIMS WEEK ENCOURAGES ALL PEOPLE TO ASK THEMSELVES THE QUESTION, HOW WOULD YOU HELP A VICTIM OF CRIME? WHEREAS PARKER COUNTY IS HEREBY DEDICATED TO RAISING AWARENESS OF OPTIONS, SERVICES, AND HOPE FOR CRIME SURVIVORS.
NOW, THEREFORE, BE IT NOTED BY THE COMMISSIONER'S COURT OF THE COUNTY, PARKER, DO HEREBY PROCLAIM APRIL 21 THROUGH 27TH.

UH, WE HAD OUR INITIAL, UH, COMMITTEE MEETING LAST WEEK JUST TO KIND OF DO AN INITIAL REVIEW AND THEN, UH, PLANNING TO HAVE A FOLLOW UP MEETING, UH, TO GO

SO WHEN WE GET THAT ADDED TO THE PLAN, THEN IT MAKES IT ELIGIBLE FOR FUNDING, RIGHT.
UH, SO THAT THERE'S BEEN SOME PROGRESS THERE.
AND THEN WE STARTED THE INITIAL DESIGN WORK ON, UH, THOMAS ROAD AND WD WOODY.

EXPECT TO HAVE THAT FIELD WORK ALL COMPLETED BY THE END OF THE MONTH.
THAT'S FOR BOTH PHASE ONE AND TWO OF OAK RIDGE ON JOHNSON BEND AND GREEN ACRES.
WE'VE BEEN WORKING ON GETTING RIGHT OF ENTRIES AND WE GOT THE, THERE'S THREE PROPERTIES THERE, AND WE GOT THE FINAL RIDE OF ENTRY LATE LAST WEEK.
SO, UH, THERE'S A REQUIREMENT FOR A 48 HOUR NOTICE WITH THOSE RIGHT OF ENTRY.
SO CURRENTLY COORDINATING WITH THE SURVEYOR TO TRY TO, YOU KNOW, GET, GET A DAY TO START THAT SURVEY.
AND, UH, SO WE CAN COMMUNICATE TO THE PROPERTY OWNERS TO GET, GIVE US THAT PERMISSION.
UH, SO WE'RE HAPPY THAT WE'RE ABLE TO GET THOSE RIGHT OF ENTRIES ON THAT.
UH, THE ELLIS CREEK SUBDIVISION ROADS, UH, I KNOW C THIS IS ONE THAT YOU'VE BEEN WORKING WITH DUSTIN ON, AND WE'VE STARTED THE DESIGN ON THAT, AND HE'S GONNA BE SETTING UP A MEETING WITH YOU TO KIND OF REVIEW, UH, TO MAKE SURE WE'RE ON THE SAME PAGE THERE.
UH, THEN THE NINE 20 TURN LANES IS ABOUT, UH, 60% COMPLETE THROUGH CONSTRUCTION.
THEY EXPECT TO BE DONE, UH, THE NEXT SIX WEEKS, UH, SO THAT THAT PROJECT CAN GET COMPLETE AND OPEN TO TRAFFIC.

SO WE'VE DONE KIND OF THE RESEARCH OF ALL THE PROPERTY, UH, AND NEED TO REALLY MEET WITH THE DEVELOPER TO MAKE SURE THE ALIGNMENT THAT, UH, WE'RE PLANNING TO SURVEY AND STUDY, UH, IT, THAT WE'RE ON THE SAME PAGE THERE, UH, SINCE THAT'S A GREENFIELD PROJECT AS WELL, UH, THROUGH NEW RIGHT OF WAY.
UH, AND THEN ON RICK WILLIAMSON, UH, SO THAT SURVEY'S UNDERWAY, UH, EXPECT TO HAVE, UH, THE SURVEY COMPLETED BY MID-MAY.
WE ACTUALLY HAD STARTED DESIGN ACTIVITIES ON THAT.

THE EMERGENCY MANAGEMENT OFFICER CINDY SMITH, WILL BE ADMINISTERING THIS UN UNDER MY GUIDANCE.
UH, THIS DOES PAY FOR, UH, PARTIAL SALARY FOR THAT POSITION.
UH, 30 SOME ODD THOUSAND DOLLARS IS EARMARKED FOR, UM, THAT POSITION AS WELL.

SO THIS IS A RECURRENCE OF AN ITEM THAT WE DISCUSSED PREVIOUSLY.
I THINK MR. FOREST IS GONNA TAKE LEAD ON THIS AND, UH, I HAD THE OPPORTUNITY TO SPEAK WITH THE RAILROAD COMMISSION.
THAT WOULD BE THE ENTITY THAT WOULD REGULATE THAT.
IF THERE WERE REGULATIONS, THEY DO NOT REGULATE IT AND SPOKE WITH THE INDIVIDUAL ASKING PARTICULARLY WHY THEY DON'T HAVE A CERTAIN DISTANCE FROM STRUCTURES.
AND HE SAID IT'S A CIVIL AGREEMENT BETWEEN THE OIL AND GAS COMPANY THAT UTILIZES THAT EASEMENT AND THE LANDOWNER.

AND SO THAT'S WHAT CITIES HAVE DONE.
I DIDN'T SEE ANYTHING ON COUNTIES, BUT I WAS JUST PARTICULARLY, I JUST DID A QUICK SEARCH AFTER TALKING TO THE RAILROAD COMMISSION.
SO THE COURT HAS THE AUTHORITY TO REGULATE THAT OR PUT A RESTRICTION IN ON DISTANCE FROM THE PIPELINE TO A STRUCTURE, BUT IT'S NOT REQUIRED BASED

THIS WAS, UH, UH, TALKED ABOUT IN, IN, IN THE SUBCOMMITTEE AND FROM A SAFETY STANDPOINT, WE DIDN'T WANT STRUCTURES BEING BUILT VERY CLOSE TO, UM, THOSE WELLHEADS AND THOSE GAS WELLS.
