WITH THE, UH, ITEM ONE ON THE, THE PRESENT AND DISCUSS AND APPROVE THE GENERAL FUND BUDGET FOR 20 24, 20 25, INCLUDING BUT NOT LIMITED TO ITEM A PRESENT DISCUSS, APPROVE THE GENERAL FUND BUDGET FOR 24 25.BRIANNA, IS THERE, UM, ANY DOUBT YOU WANT TO GO OVER AS WE GET STARTED? OKAY.
UM, MARK BURNETT HAS PROVIDED YOU ALL, UH, DETAIL AND I'LL LET HIM GO THROUGH AND EXPLAIN IT.
UM, BUT I DID INCREASE FROM THE PROPOSED BUDGET 797,981 RELATED TO THE CONTRACT.
AND SO I'LL LET, UM, MARK KIND OF GO THROUGH AND EXPLAIN THE MEMO HE HAD PROVIDED.
MARK, YOU WOULD YOU WANNA COME ON UP? SO THE, UH, WITH THE NEW CONTRACT, YOU WANNA, IN EFFECT OCTOBER ONE, UH, THE DAILY RATE INCREASES, UM, QUITE A BIT FROM WHAT IT HAS BEEN THIS FISCAL YEAR.
WE, UH, INITIALLY WHENEVER WE WERE DOING OUR ESTIMATES FOR THE BUDGET, WE BUDGETED A, OF COURSE, THIS WAS BACK IN APRIL, I THINK WE BUDGETED A, A MA A DAILY MAXIMUM POPULATION RATE.
UM, SINCE THEN WE'VE GONE OVER SUBSTANTIALLY THAT ESTIMATE AND IN ORDER TO MAKE SURE THAT WE HAVE ENOUGH FUNDS GOING FORWARD TO PAY THE CONTRACT, UH, WE HAVE INCLUDED AND BUMPED IT UP FROM 444 TO, UM, OR, UH, FOR 500 TO 5 25.
SO THE INITIAL ESTIMATE BACK WHEN WE PUT THE FIGURES TOGETHER, THAT WENT INTO THE INITIAL, UH, JUDGE'S BUDGET, WAS A POPULATION OF 500.
TALKING TO THE CONTRACTOR, HE BELIEVES THAT WE WILL GO OVER THAT.
UM, WE ALREADY HAVE, I THINK AS OF TODAY WE, WE HAVE CURRENTLY 18 HOUSED OUT OF COUNTY.
UM, AND SO WE WENT AHEAD AND INCREASED THAT, UH, TOTAL FIGURE DAILY RATE OR THAT DAILY POPULATION OF 5 25.
AND THAT'S WHERE THE INCREASED COST COMES FROM.
THE THINGS, SOME OF THE THINGS THE ETHEREAL COSTS THAT ARE NOT ASSOCIATED WITH THAT DAILY RATE ARE THINGS LIKE TRANSPORTATION.
UH, THE CONTRACTOR CHARGES US A TRANSPORTATION TO AND FROM, UH, THE, THE OTHER JAILS TO TRANSPORT THESE INMATES BACK AND FORTH FOR THE COURT HEARINGS, COURT APPEARANCES, DOCTORS APPOINTMENTS, THINGS LIKE THAT.
I'VE ESTIMATED IN THIS DOCUMENT THAT I PROVIDED TO Y'ALL, I ESTIMATE THAT THAT COST PER INMATE PER YEAR IS GONNA BE ROUGHLY ABOUT $1,500 PER INMATE FOR THOSE TRANSPORTATION COSTS.
UH, SOME OF THE OTHER COSTS ARE NOT ASSOCIATED WITH THAT OR GUARD HIRE.
ANYTIME WE HAVE AN INMATE IN, UH, THE HOSPITAL, UM, WE CONTRACT WITH A JAIL TO SEND GUARDS OVER THERE TO, TO GUARD THEM.
THIS YEAR HAS BEEN KIND OF STEEP.
WE HAD A INMATE AND ONE INMATE IN THE HOSPITAL FOR OVER SIX MONTHS.
UM, AND THEN WE HAD TO BRING HIM BACK TO THE, TO THE JAIL FACILITY AND HIRE OUTSIDE CAREGIVERS BECAUSE, UH, HE WAS BASICALLY I MOBILE.
UM, SO THAT WAS PRETTY EXPENSIVE.
THE, THE, AS OF TODAY ON THIS, ON THIS, THIS SHEET THAT I'VE GIVEN YOU AS OF, UH, YEAR TO DATE FOR THIS FISCAL YEAR GUARD HIRE COSTS ARE AT $180,000 AND 180,585.
AND THEN, UH, INMATE TRANSPORTATION COSTS SO FAR, AND MIND YOU, WE'VE ONLY HAD TO HOUSE PRISONERS OUT, I THINK THE LAST TWO, MAYBE THREE MONTHS.
SO THOSE FIGURES ARE NOT AUTOMATICALLY INCLUDED IN MY ESTIMATES.
WE ALWAYS USE, UM, A HIGHER POPULATION TO KIND OF BUFFER THAT COST.
BUT GOING FORWARD IS, AND UM, I GUESS WE CAN GET INTO THIS WHEN WE TALK ABOUT FIVE 12, THIS DOCUMENT THAT I PROVIDED GOING FORWARD, THERE'S SOME ESTIMATES OF WHAT IT'S GONNA COST THE COUNTY OVER IN THE TOP, UH, OR IN ADDITION TO, UM, WHAT IT WOULD COST THE COUNTY TO HOUSE INMATES OUT VERSUS WHAT IT WOULD COST FOR US TO HOUSE 'EM UNDER OUR CURRENT CONTRACT.
IT'S GONNA BE A LOT MORE EXPENSIVE WHEN WE SHIP THESE INMATES OUT.
IT'S GONNA COST US A LOT MORE PER INMATE PER DAY THAN IT WOULD IF WE, UH, UH, WE'RE ABLE TO KEEP OUR PRISONERS IN OUR FACILITY.
SO WE CAN GO THROUGH THIS, THIS, MR. HONOR, DO YOU MIND IF I ASK YOU JUST A HIGH LEVEL QUESTION? SURE.
DO YOU HAVE ANY ANTICIPATION THAT THAT TREND IS GOING TO CHANGE?

NO, IT'S, IT'S, IT'S, IT'S GONNA CONTINUE.AND HERE'S THE, THERE'S A LOT OF PROBLEMS WITH GOING FORWARD WITH THIS JAIL CONTRACT.
NOT, NOT THE CONTRACT, BUT HOUSING OUR INMATES.
UM, WE ONLY HAVE CONTRACTS WITH THREE OTHER FACILITIES, THREE OR FOUR OTHER FACILITIES RIGHT NOW.
AND THEY GIVE US A NUMBER OF BEDS THAT WE CAN USE.
BUT AT ANY TIME THEY CAN CALL US UP AND SAY, HEY, CAN I GET YOUR PRISONERS? UM, IF WE DON'T HAVE ADDITIONAL BED SPACE SOMEWHERE, UM, THEN WE'RE GONNA BE STRUGGLING TO FIGURE OUT WHERE TO PLACE THESE INMATES AT SOME POINT.
IF WE CAN'T FIND ADDITIONAL BED SPACE AND A LOT OF IT OVER THE NEXT SEVERAL YEARS, THEN WE'RE GONNA BE HAVING TO HOUSE THESE INMATES IN OUR OWN FACILITY AND THAT'S GONNA BRING US INTO CONFLICT WITH TEXAS, UH, JAIL STANDARDS.
UM, WELL THAT COMES WITH SOME SUBSTANTIAL FINES IF WE OVERUSE THAT OR ABUSE IT, I SHOULD SAY.
BUT ARE WE NOT THE ONLY COUNTY THAT SUBS THESE THINGS OUT? IT'S KINDA ALMOST FIRST COME FIRST SERVE.
IS IT NOT, I MEAN, IT'S JUST GONNA GET TO, TO COMMISSIONER HOLT'S QUESTION IS, UM, WHERE THIS IS TRENDING IS EVERY, THIS WHOLE REGION IS EXPERIENCING GROWTH AND SO IT'S JUST GONNA, IT'S NOT GONNA GO DOWN.
NO, WE DON'T, WE KNOW THAT WE, WE IN MY ESTIMATES ARE PRETTY AGGRESSIVE.
I MEAN, I, THERE'S NO GUARANTEES IN THE FUTURE, BUT FROM WHERE WE AT, WHERE WE'RE AT TWO YEARS AGO, YOU KNOW, COVID KIND OF SLOWED EVERYTHING WAY DOWN.
YOU KNOW, THE PRISONS WEREN'T ACCEPTING ANY INMATES AND A LOT OF THE JUDICIAL PROCESSES HAD SLOWED DOWN QUITE A BIT.
SO WE WERE ABLE TO, AT THAT POINT, WE WERE STILL HOUSING FEDERAL INMATES 'CAUSE WE HAD THE EXTRA SPACE.
BUT, YOU KNOW, WE KICKED THE FEDS OUT A YEAR OR TWO YEARS AGO BECAUSE WE KNEW THIS TREND WAS COMING.
CAN I ASK A QUESTION ABOUT A WORD YOU JUST USED? AND I'M NOT TRYING TO NITPICK YOU HERE, BUT YOU SAID MY, MY ESTIMATES ARE PRETTY AGGRESSIVE.
CHIEF, IF, IF WE HAD BEEN IN THIS ROOM FIVE OR SIX YEARS AGO AND I SAID, CHIEF, PLEASE USE YOUR MOST AGGRESSIVE ESTIMATES.
WOULD THOSE ESTIMATES HAVE BEEN AS HIGH AS WHAT'S ACTUALLY HAPPENED? NO, I DIDN'T THINK WE'D BE SHIPPING OUT INMATES THIS YEAR.
UM, NO, THAT, THAT WOULD'VE BEEN A LITTLE SHORT BECAUSE IT, IT, IT SOUNDS LIKE, IF I CAN JUST CUT TO THE QUICK OF IT, IT SOUNDS LIKE WE GOT A BIG OLD PROBLEM IN OUR HANDS THAT'S NOT GONNA GO ANYWHERE AND IT'S JUST GONNA GET WORSE.
BECAUSE THIS COUNTY IS GROWING REALLY FAST.
IT'S EXTREMELY EXPENSIVE TO HOUSE THEM ELSEWHERE, BUT IT'S ALSO EXTREMELY EXPENSIVE TO BUILD NEW BEDS.
WE'VE SEEN THAT OVER THE PAST YEAR.
IS THAT JUST BOILING IT DOWN? IT IT IS EXPENSIVE.
UM, YOU, THE, THE COST TO CONSTRUCT ADDITIONAL BED SPACE, I MEAN, WE JUST SAW IT WITH THIS, THE LITTLE 14 BED THING, YOU KNOW, IT WAS, I THINK WHAT $50,000 A BED.
UM, BUT I THINK IF YOU EXTRAPOLATE THAT OVER THE COURSE OF HOW LONG YOU'RE ACTUALLY GONNA BE ABLE TO USE, UTILIZE THOSE BED SPACES, IT BRINGS THAT COST YEAR OVER YEAR WAY DOWN.
SO IF, YOU KNOW, IF, IF YOU'RE GONNA PAY, I THINK OVER WHAT I'M TRYING TO SAY IS OVER THE LONG TERM, YOU KNOW, IT'LL, IT'LL BE COST EFFECTIVE BECAUSE YOU WON'T BE PAYING THOSE ADDITIONAL INCREASED COSTS ASSOCIATED WITH BUILDING OR ADDING ON BED SPACE AS OPPOSED TO SHIPPING OUT INMATES BECAUSE THE TRANSPORTATION COSTS ARE GONNA CONTINUE TO RISE.
$1,500 NOW IS NOT GONNA BE WHAT IT'S LIKE IN THREE OR FOUR YEARS.
I MEAN, TWO, YOU KNOW, TWO YEARS AGO WE HAD A HUNDRED OPEN BEDS, WE HAD FEDS IN, AND NOW WE'RE SHIPPING PRISONERS EVERY DAY.
SO THIS IS, THIS TREND'S GONNA CONTINUE.
YOU KNOW, IT FLUCTUATES WITH THE SEASONS AND STUFF, SUMMER AND WINTER, BUT WE'RE GONNA CONTINUE TO INCREASE, UH, OUR NEED FOR ADDITIONAL BEDS AND ADDITIONAL CONTRACTS OUTSIDE OF THE COUNTY.
SO CHIEF, LOOKING AT THE SHEETS YOU GAVE US TODAY THERE, UH, MOVING TO THE 525 PRISONER ESTIMATE.
WE'RE 16,000,757 THEN ARE WE TO ADD THE ADDITIONAL COST OF HOUSING OUT OF COUNTY? THE 442,000 TO THAT? I, NO, SIR.
UM, SO, SO IT'S INCLUDED IN THE 16? YEAH, SO I HAD A MEETING YESTERDAY WITH OUR CONTRACTOR.
UM, WE, HE THINKS, AND I THINK IT, THAT WE, FOR THIS FISCAL YEAR, I THINK WE'LL BE ABLE TO STAY UNDER THAT 5 25 AND I THINK WE'LL BE, WE'LL BE GOOD WITH THE FIGURE THAT WE HAVE UPDATED IN THAT BRIANNA JUST UPDATED.
AND, AND JUST FOR REFERENCE, UH, WHAT'S OUR BUDGET NUMBER FOR THIS FISCAL YEAR? WAS IT ABOUT 12 MILLION? UH, IF YOU'LL GO BACK AND LOOK, UM, RIGHT ABOVE THAT.
SO YEAH, FOR FISCAL YEAR 23, 24 MM-HMM.
SO THAT WAS OUR, OUR BUDGET ESTIMATE FOR THE YEAR.
I KNOW WE HAVEN'T COMPLETED THE YEAR YET, BUT WE'RE THINKING SOMEWHERE IN THE $12 MILLION RANGE BECAUSE

WE ARE SHORT ALREADY FOR WHAT WE'RE GONNA BE SPENDING THIS YEAR.AND THEN THE, THE ESTIMATE FOR NEXT YEAR IS 16,000,757.
THAT POTENTIALLY COULD, I'M TRYING TO, I'M TRYING TO ILLUSTRATE HERE, BECAUSE I WAS USING THE 4 MILLION, I GUESS I WAS UNDER AT THE 4 MILLION, WE'RE AT THE, UH, $4.7 MILLION INCREASE JUST FOR THE JAIL.
FROM LAST, THIS CURRENT YEAR TO NEXT YEAR.
SO THERE, THERE'S A POTENTIAL FOR THAT FIGURE TO GO HIGHER.
DEPENDING ON HOW MANY INMATES WE ACTUALLY GET, ALL WE CAN GET IS THE BEST ESTIMATE THAT YOU HAVE FOR BUDGETING PURPOSES.
AND IT'S, IT'S, IT APPEARS TO ME THAT IT'S GONNA BE $4.75 MILLION THAT IT'S GONNA HAVE TO BE BUDGETED IN THIS NEXT BUDGET YEAR.
SPECIFICALLY JUST FOR THE JAIL.
AND THE REASON I'M MAKING THIS POINT IS BECAUSE THAT ILLUSTRATION, WE, WE LOOK AT THE NUMBERS HERE AND WE KNOW IT'S YOUR BEST ESTIMATE THAT YOU HAVE, BUT FOR ANYBODY THAT'S OUT THERE ASKING FOR ANYTHING, THEY HAVE TO REALIZE THAT THIS IS OUR NUMBER ONE PRIORITY.
AND, AND SO AS I TALK ABOUT HOW WE HAVE TO PRIORITIZE THINGS, THIS IS NOT AN OPTION.
THIS IS NOT SOMETHING THAT WE SAY, GOSH, MAYBE WE CAN DO THAT IN ANOTHER YEAR.
NO, WE'RE GONNA SPEND $4.7 MILLION RIGHT HERE OUT OF THE MONEY THAT THE EXCESS MONEY THAT WE HAVE, THIS NEXT BUDGET CYCLE DOESN'T INCLUDE INMATE MEDICAL, WHICH IS NOT AS LARGE AS THAT, BUT RIGHT.
INMATE MEDICAL IS A DIFFERENT LINE.
AND WE HAVEN'T INCREASED THAT IN A COUPLE YEARS.
WE, WE'VE BEEN DOING REALLY GOOD ABOUT, UM, FIGHTING, FIGHTING WITH HOSPITALS AND MEDICAL PLANS AND STUFF TO GET THAT DOWN.
UM, SO IF, WHEN WITH THIS DOCUMENT THAT I PRESENTED TO YOU, IF WE ACTUALLY HAD 525 PEOPLE HOUSED OUT, OR 525 TOTAL, WE HAD TO HOUSE THESE, THESE INMATES OUT, THE COST OF HOUSING THEM OUTSIDE OF THE FACILITY, THE 50, THE EXTRA 56 INMATES WOULD COST THE COUNTY ALMOST A HALF A MILLION DOLLARS MORE THAN IF WE HAD 'EM IN-HOUSE UNDER OUR CURRENT CONTRACT, BECAUSE WE'RE, WE PAY MORE FOR THESE OTHER JAILS.
WE PAY THE TRANSPORTATION COST, UM, WE ACTUALLY GET A REALLY GOOD RATE FROM OUR CONTRACTOR.
UM, AND THEY WORK REALLY WELL FOR US.
THERE'S A LOT OF BENEFITS THAT GO, GO ALONG WITH OUR CONTRACT.
I MEAN, THEY PAY ALL THE UTILITIES AT THE, AT THE SHERIFF'S OFFICE AND JAIL FACILITY.
UM, THEY AT THEIR OWN COST TRANSPORT INMATES TO AND FROM, UH, COURT APPEARANCES, WHICH GENERALLY SPEAKING, THAT'S BETWEEN 20 AND 50 INMATES AT A TIME, WHICH THEY HAVE TO PAY THEIR GUARDS, UM, ANYWHERE BETWEEN FOUR AND 10 GUARDS AT A TIME TO GO UP THERE AND DO THOSE TRANSPORTS.
SO THEY, THEY, THEY BEAR THAT BURDEN.
IT DOES, IT'S PART OF THE CONTRACT.
SO THE COUNTY DOESN'T HAVE TO PROVIDE DEPUTIES TO TRANSPORT THESE INMATES BACK AND FORTH.
AND, AND CHIEF, JUST FOR THOSE WHO ARE LISTENING IN WHO MAY NOT BE AS FAMILIAR WITH THIS, UM, CAN YOU INFORM THE PUBLIC ON HOW OFTEN THAT CONTRACT IS UP FOR RENEWAL? WHERE WE WOULD GET A BID OR SOMETHING LIKE THAT? BECAUSE WE'VE USED THE TERM THIRD PARTY CONTRACTOR.
SO IF ON THIS DOCUMENT, I'VE, I WENT BACK ALL THE WAY TO FISCAL YEAR 21, 22, OUR PER DIEM RATE BACK THEN WAS $52 AND 30 CENTS A DAY IN 21, 22.
UM, AND THEN AT 2223 IT WENT UP TO 61 50.
AND THEN FOR THIS CURRENT FISCAL YEAR, IT'S 73 80.
AND THEN, UH, THE NEXT FISCAL YEAR IT GOES UP TO 87 45.
I I GUESS MY QUESTION IS MORE ABOUT HOW OFTEN DO WE LOOK AT THAT CONTRACT THAT'S IN PLACE WITH THE ACTUAL CONTRACTOR IN TERMS OF GETTING BIDS FROM ANOTHER CONTRACTOR? SO THE CONTRACT RUNS THIS CONTRACT THAT THE, THE, THE COURT APPROVED IS FIVE YEARS AND THERE'S A BUILT IN INCREASE IN THE DAILY RATE.
UM, HOWEVER, THE CONTRACTOR AT ANY POINT CAN MAKE A DECISION THAT IS NOT ECONOMICALLY VIABLE FOR THEM, WHICH THEY HAVE DONE IN THE PAST TO BE ABLE TO CONTINUE TO PROVIDE THESE SERVICES FOR PARKER COUNTY AND STILL BE ABLE TO PAY THEIR EMPLOYEES.
AND THAT'S BASED ON ITEMS SUCH AS INFLATION OF FOOD COST, ET CETERA.
UM, SO THEY HAVE THE OPTION, THEY HAVE A 30 DAY OUT, JUST LIKE EVERY OTHER CONTRACT WE HAVE.
SO IF THEY DECIDE AT ANY POINT THAT THEY'RE NOT MAKING ENOUGH MONEY, THEY CAN SAY, YOU GUYS GOT 30 DAYS TO GET YOUR AFFAIRS AND ORDER AND WE'RE OUT.
AND THEN THE COUNTY WOULD HAVE TO FIGURE OUT HOW TO HIRE A HUNDRED EMPLOYEES AND TAKE THIS JAIL BACK OVER.
AND AGAIN, FOR THE FOLKS WHO ARE LISTENING, UM, WHO MAY NOT KNOW THE, THE FULL HISTORY, UM, PARKER COUNTY USED TO RUN THE JAIL WITH OUR OWN EMPLOYEES, SIR.
AND DID WE FIND IT TO BE EXTREMELY ECONOMICAL TO OUTSOURCE THAT? ABSOLUTELY.
I THINK I'VE HEARD THE, THE SHERIFF, UH, I DON'T KNOW THAT HE'S EVER GIVEN ME AN EXACT NUMBER, BUT IT'S ALWAYS BEEN A LAUGH WHEN I'VE ASKED THEM, HEY, HOW MUCH WOULD IT COST FOR US TO DO THIS OURSELVES? AND I THINK THE ANSWER HAS ALWAYS BEEN MILLIONS, RADICALLY HIGHER.
WELL, THERE'S ALSO A LIABILITY ISSUE THAT WE, THEY

AND THEN WE RECENTLY HAD A SURPRISE INSPECTION AT THE JAIL, IS THAT CORRECT? WE DID THE, UH, THE CITY, OBVIOUSLY WHEN YOU HAVE 400 SOMETHING, YOU KNOW, PEOPLE LIVING 24 7 IN A FACILITY, YOU HAVE TO PROVIDE FOOD.
AND UH, PART OF THAT IS, YOU KNOW, IT'S A LARGE INDUSTRIAL STYLE KITCHEN AND IT'S SUBJECT TO IN, UH, UH, INSPECTION BY THE CITY, CITY HEALTH INSPECTORS.
AND UH, YEAH, THEY, THEY DO INSPECT US AND THEY INSPECTED US.
WHAT, TWO WEEKS AGO? LAST WEEK? LAST WEEK? WHO DID THE CITY, CITY WEATHER? I THINK JACOB, ARE YOU TALKING ABOUT THE JAIL COMMISSION OR ARE YOU TALKING ABOUT NO, THE HEALTH, THE, THE HEALTH INSPECTOR FOR THE CITY OF WEATHER HEALTH INSPECTOR.
THEY CAME INSPECT, I'M INSPECTED THE, THE, THE KITCHEN AREA AND WE GOT A HUNDRED PERCENT THE JAIL, YOU KNOW, OUR CONTRACTOR GOT A HUNDRED PERCENT ON THAT INSPECTION.
SO, WHICH IS, DOESN'T GET MUCH BETTER THAN THAT.
BUT DOESN'T THE WARDEN HIMSELF EAT? I MEAN, THEY, THEY EAT, THEY, HE DOESN'T GO OUT.
I MEAN, HE, THEY EAT WHAT'S GOOD FOR THE, THE INMATES IS GOOD FOR THEIR STAFF.
SO, I MEAN, YOU KNOW, IT'S, IT'S JAIL FOOD, SO IT'S NOT LIKE YOU'RE GOING TO, YOU KNOW, CHEWY'S OR SOMETHING.
BUT THEY, THEY, THEY GET A LOT OF FOOD, UM, AND THEY, YOU KNOW, IT'S, IT'S NOT, THERE'S PROBABLY A DIFFERENCE.
NOT THAT THERE'S PROBABLY A DIFFERENCE THERE.
I'VE WORKED FOR THE COUNTY 31 YEARS AND I'VE EATEN BACK THERE A COUPLE TIMES, YOU KNOW, MORE THAN ONCE AND A COUPLE TIMES.
MORE ONCE ASK, I ASK, ESPECIALLY IN DISPATCH.

MY UNDER STATE LAW IS THAT WE CAN'T MAKE A PROFIT OFF ANOTHER OF GOVERNOR AGENCY.
BUT WE CAN'T RECUPERATE THE COSTS.

SO, AND I KNOW YOU DON'T KNOW WHAT IT IS AND SOME OF 'EM, IT'S A SLIDING SCALE OF HOW MUCH THEY'LL COVER.
SO, UM, JUST RECOMMEND ON ANY OF THOSE JUST TO BUDGET CONSERVATIVELY SO YOU HAVE ENOUGH TO, TO COVER THAT.
