UM, TODAY I BROUGHT PAIGE TO HOL WITH ME.

SHE WORKS FOR THE HOSPITAL DISTRICT AND UM, WE ARE JUST REALLY GRATEFUL THAT YOU GUYS ARE DOING THIS PROCLAMATION AGAIN FOR US, IT'S VERY IMPORTANT.

UM, PAIGE ACTUALLY LOOKED UP SOME STATISTICS YESTERDAY AND YOU WANNA TELL THEM I DON'T NEED TO GRAB THEM RIGHT NOW.

PER 100, UM, THOUSAND IN POPULATION, WE ARE, UM, SUFFERING OF 16 DEATHS PER 100,000.

WE SUSPECT SINCE THAT STATISTIC IS FROM 2022, UM, IT'S PROBABLY, UH, AT LEAST UP TO THE 23 TO 20 FIVES PER YEAR.

AND THAT'S JUST IN PARKER COUNTY.

AND TO ME, THAT BLOWS MY MIND.

'CAUSE IT PUTS INTO PERSPECTIVE, IT'S OUR LITTLE COMMUNITY WHERE WE WALK AND TALK AND SEE PEOPLE EVERY DAY.

AND SOMEONE NEXT TO US COULD POSSIBLY PASS AWAY FROM ADDICTION.

AND SO THIS IS VERY IMPORTANT AND YOU GUYS REALLY HELP US BRING LIGHT TO THAT.

UH, I WILL SAY FIRST BEFORE I DO THIS, THAT I, I, I'M ON THE ROTATION MAGISTRATE AT THE JAIL, AND OBVIOUSLY THERE'S CHALLENGES THERE THAT WE SEE AND, YOU KNOW, WE'RE FORTUNATE TO HAVE, UH, SHERIFF LAIER HERE, OBVIOUSLY.

UM, HE UNDERSTANDS THIS, UH, MORE THAN ANYBODY REALLY.

AND, UH, WE'RE GRATEFUL TO HAVE A, A LAW ENFORCEMENT THAT REALLY DOES EMPHASIZE THIS AND REALLY DOES TRY TO HELP.

AND, UH, IT SHOWS EVERY TIME I GO TO THE, UH, MAGISTRATE.

SO THANK YOU SHERIFF AS WELL.

UH, THE PROCLAMATION IS OVERDOSE AWARENESS DAY, WHEREAS OVERDOSE AWARENESS DAY IS IN INTERNATIONALLY RECOGNIZED ON AUGUST 31ST EACH YEAR.

TO RAISE AWARENESS OF DRUG OVERDOSE, REDUCES THE STIGMA OF DRUG RELATED DEATHS AND ACKNOWLEDGES THE GRIEF FELT BY FAMILIES AND FRIENDS, REMEMBERING THOSE WHO HAVE DIED OR HAD A PERMANENT INJURY AS A RESULT OF A DRUG OVERDOSE.

AND WHEREAS OUR COUNTY HAS LONG SUFFERED FROM THE RAVAGES OF DRUG ABUSE AND UNFORTUNATELY ASSOCIATED DRUG OVERDOSE DEATHS, WHEREAS EACH YEAR, NEARLY 5,000 TEXANS LOSE THEIR LIVES TO DRUG OVERDOSES.

AND WHEREAS PARKER COUNTY HAS BEEN IMPACTED BY DOZENS OF OVER DRUG OVERDOSE DEATHS IN RECENT YEARS, AND WHEREAS THE RISING PREVALENCE OF HEROIN IN OUR REGION IN THE LAST DECADE IN FENTANYL IN THE LAST FEW YEARS HAS EXACERBATED THE PROBLEM.

AND WHEREAS OUR GOAL AS A COUNTY IS IT MUST BE TO ELIMINATE DEADLY DRUG OVERDOSE ALTOGETHER.

AN IMPORTANT WAY TO ACHIEVE THAT GOAL IS TO INCREASE AWARENESS OF THE DANGERS OF DRUG

ABUSE AND THE IMPACT OF DRUG OVERDOSE AND HAVE ON FAMILIES AND FRIENDS, AND THEN DECEASED AS WELL AS OUR COMMUNITY AS A WHOLE.

AND WHEREAS IMPORTANT TO RECOGNIZE THE SIGNS OF SOMEONE STRUGGLING IN SUBSTANCE ABUSE AS SUCH PERSON WILL OFTEN HAVE PERSONALITY CHANGES, HEALTH PROBLEMS, RELATIONSHIP PROBLEMS, DIFFICULTY AT WORK AND FINANCIAL HARDSHIPS.

AND WHEREAS ADDICTION TOUCHES PEOPLE OF ALL BACKGROUNDS BY RACE, RELIGION, EDUCATION, OR SOCIAL CLASS, PEOPLE FROM ALL WALKS OF LIFE HAVE SUFFERED FROM SUBSTANCE ABUSE OR KNOWN SOMEONE WHO HAS.

AND WHEREAS THE PEOPLE WHO SUFFER FROM SUBSTANCE ABUSE AND MOTHERS, FATHERS, SISTERS, BROTHERS AND FRIENDS, AND MANY, IT IS UP TO OUR COMMUNITY TO MAKE STRIDES TO REDUCE THE STIGMA ASSOCIATED WITH SUBSTANCE ABUSE TO BRING ABOUT EDUCATION AND HEALING.

NOW THEREFORE, BE IT RESOLVED THAT PARKER COUNTY DOES HEREBY PROCLAIM THE 31ST DAY OF AUGUST 24 IS OVERDOSE FOR AWARENESS DAY IN PARKER COUNTY AND CALLS THIS TO THE ATTENTION OF OUR CITIZENS.

WE CANNOT USE THE, UM, DISASTER CO-OP CONTRACTS FOR SOME REASON.

UM, SO WE DO THIS JUST IN CASE WE EVER HAVE AN ISSUE.

UM, AND I AM RE RECOMMENDING AWARD OF THIS WE DO TO THREE DIFFERENT, UM, ORGANIZATIONS OR COMPANIES JUST IN CASE.

UM, AS WE SPOKE, I BELIEVE IN OUR LAST COURT, UH, REGARDING, UH, NEW ROAD CONSTRUCTION, IT'LL BE COUNTY ROADS, UM, IN PRECINCT FOUR, I THINK SOME OF THE OTHER ONES WE'RE STARTING TO GET A LOT OF CONCRETE ROADS AND REALLY EXPENSIVE ROADS.

UM, AND I THINK THAT IT'S SOMETHING OUR COUNTY'S NEEDING ARE SOME, UH, GUIDELINES AND TESTING REQUIREMENTS.

SO, UH, THE FOLKS AT FREEZING NICHOLS HAVE BEEN HELPING US TO COME UP WITH SOMETHING.

SO I'D LIKE FOR DUSTIN TO EXPLAIN OR GO INTO A LITTLE MORE DETAIL, PLEASE.

ABSOLUTELY.

SO, UM, THE TESTING SCHEDULE THAT WE'VE GOT HERE IS THE SAME SCHEDULE THAT WE'VE BEEN, THAT WE'VE HAD IN THE, UH, ALL THE ROADWAY PROJECTS FOR THE LAST SEVERAL BOND PROGRAMS. AND SO, AND IT FOLLOWS THE DOT TESTING SCHEDULE WITH A COUPLE MODIFICATIONS JUST 'CAUSE DOT TENDS TO DO BIGGER PROJECTS.

UM, BUT THE IDEA IS TO REALLY PROTECT THE INTEREST OF THE TAXPAYERS AND MAKE SURE THAT, UM, WE'RE GETTING QUALITY ROADS AND THAT, UH, WE'RE DOING THE TESTING NECESSARY TO, TO ENSURE THAT I HAD A QUESTION.

UM, THE TESTING THAT DUSTIN HAS OUTLINED THERE IS, UH, MORE STRINGENT THAN IF WE'RE BUILDING OUR ROADS OURSELVES.

SO THIS CAN BE STRICTLY CONCRETE ROADS.

SO IF WE WERE TO BUILD A CONCRETE ROAD, THEN WE WOULD'VE TO BUILD TO THESE SPECS.

WE, UH, VISITED WITH BRIAN GRIMES LAST WEEK, AND ALL THE CITIES HAVE ADOPTED COGS STANDARDS.

MM-HMM.

AND I, AND I THINK THESE ARE MUST BE SIMILAR TO COG, THEY'RE VERY SIMILAR TO COGS.

I MEAN THEY'RE, AND SO THIS IS JUST A STARTING POINT.

WE CAN LOOK AT WHAT, WHAT COG HAS.

IS IT MORE STRINGENT THAN COG? LESS STRINGENT THAN COG? WE COULD LOOK INTO THAT.

IT'S VERY SIMILAR.

THE, ONE OF THE BIGGER DIFFERENCES BETWEEN COG AND TXDOT IS COG HAS UTILITIES, WHEREAS TXDOT 10 STOCKS HAVE UTILITIES, SO THEY GOT MORE STUFF THAT COVERS

BUT AS FAR AS THE PAVEMENT GOES, THEY'RE, THEY'RE FAIRLY SIMILAR.

BUT, BUT LARRY'S A HUNDRED PERCENT CORRECT THAT IF WE DO ADOPT THIS, IF WE BUILD A CONCRETE ROAD, YEAH, THAT'S GONNA BE THE SPECS THAT WE'LL HAVE TO UTILIZE FOR PURPOSES OF COUNTY CONSTRUCTION AS WELL.

WE'RE NOT GONNA BE BUILDING THE IN PRECINCT ONE.

I, I KNOW THAT'S THE AMOUNT OF MONEY THAT I GET FROM, I GUESS I WASN'T READING IT THAT WAY.

DUSTIN WAS, I WAS ALSO READING THERE ABOUT COMPACTED EIGHT INCH BASE COMPACTED IN THERE.

AND THEN SO THE, I MEAN, THERE IS THE, UM, REQUIREMENT FOR A GEOTECHNICAL REPORT AND ITS RECOMMENDATION.

SO IN SOME CASES WE UNDERSTAND THAT, UM, THE SUBGRADE FOR WHAT WORKS IN PRECINCT ONE MAY NOT BE THE SAME AS PRECINCT FOUR, AND THAT'S WHERE THE GEOTECH WOULD COME INTO PLAY.

AND SO, UM, BUT IT SETS A MINIMUM REQUIREMENT OF EIGHT INCHES OF, UH, A TREATED UPGRADE.

WHAT, WHAT I WANT, MY INTENTION HERE IS TO BRING THIS FOR DISCUSSION BECAUSE WE'VE IDENTIFIED A PRETTY BIG REASON FOR THESE.

UH, SOME SPECIFIC, VERY SPECIFIC, UM, IN THAT LAST PARAGRAPH IS WHAT I THINK WE LIKE TO CALL IS OUR COMMON SENSE CLAUSE.

AND THERE IS SOME, UH, COMMISSIONER DISCRETION.

AND I THINK THAT, UH, THE SPECS THAT WE'VE BEEN UTILIZING IN PRECINCT FOUR, AND I'M PRETTY SURE YOU HAVE FOR THESE OPIX ROADS AND, UH, CHIP SEAL ARE, UH, YOU KNOW, THOSE, THOSE HAVE BEEN HOLDING UP REALLY WELL AND DOING THEIR JOB.

UH, THIS IS PRIMARILY TO ADDRESS THE, THE HUGE COSTS THAT COME ALONG WITH THESE BIG THOROUGHFARE CONCRETE ROADS THAT WE'RE GETTING IN PRECINCT FOR LEFT AND RIGHT THAT, UH, I WANNA MAKE SURE THAT THAT SUBGRADE AND THAT ROAD IS, IS BUILT TO A STANDARD THAT THE TAXPAYERS HERE AREN'T GETTING HUNG HAVING TO MAINTAIN AND, UH, TAKE CARE OF WITH REALLY BUDGETS THAT WOULD, COULD WIPE OUT OUR WHOLE PRECINCT BUDGET WITH ONE ISSUE.

SO THAT'S WHAT, THAT'S WHAT THIS IS FOR.

I DO WANT IT FOR A DISCUSSION AS, AS, UH, MR. FOREST, UH, JUST SAID, THIS IS SOMETHING THAT WE CAN ADD TO OR AMEND.

UH, BUT I'M LOOKING FOR A STARTING POINT BECAUSE WE HAVE THINGS GOING ON RIGHT NOW THAT, UH, I DON'T WANT THE, THE TAXPAYERS, UH, GETTING HUNG WITH IF IT'S NOT UP STANDARD.

UM, BECAUSE I, I THINK ONE OF THE THINGS THAT, THAT IS GOOD IF WE CAN ACHIEVE THIS, AND AGAIN, IT'S ACHIEVABLE, WE WILL, BUT IT'S TO SET A PRECEDENT FOR THIS, THIS COUNTY THAT, UH, YOUR PROPERTY VALUES ARE CONTINUING TO GO UP AND THERE'S, WE DON'T HAVE A INVOLVEMENT IN THAT.

WE DON'T HAVE A SAY IN THAT, BUT, UH, WE'RE THE RECIPIENT OF THAT.

AND SO WHAT WE DO IS, IS, IS, IS COMMISSIONER WALDEN IS, IS NOTED, THE NO NEW REVENUE RATE IS WHAT, AND WHEN WE, UH, IT, WHAT IT DOES IS ESTABLISH THE SAME REVENUE THAT WE'D GOT THE PRIOR YEAR.

AND SO WE ADJUST THE RATE ACCORDINGLY TO REFLECT THAT WITH THE INCREASE IN PROPERTY VALUES.

AND SO WE, WE, WE, WE TRY TO STAY OUTTA YOUR POCKET AS BEST WE CAN.

WE WANT TO KEEP YOUR MONEY IN YOUR POCKET AND, AND TRY TO SET A PRECEDENT FOR THE OTHER TAXING ENTITIES.

YOU KNOW, IT'S EASY TO RAISE YOUR TAXES, BUT IT'S HARDER WHEN YOU ROLL UP YOUR SLEEVES AND SIT HERE AND FIGHT AND SCRATCH AND FIGURE OUT HOW TO, YOU KNOW, KEEP, KEEP AS CONSERVATIVE AS WE CAN YET BEING THE FIFTH FASTEST GROWING COUNTY IN THE NATION.

AND WE'RE IN THE BOTTOM 10%, UH, THE COUNTIES IN THE STATE OF THE LOWEST TAX RATE.

SO WHEN YOU HAVE THAT, YOU'RE, YOU'RE POISED FOR THAT GROWTH AND PREPARED TO DEAL WITH IT, BUT YET NOT GOING OVERBOARD AND NOT DOING SOMETHING THAT'S, THAT'S FOOLISH, BUT STAYING WITHIN YOUR MEANS, AND THAT'S SOMETHING THAT'S VERY IMPORTANT TO US.

WE ACKNOWLEDGE AND UNDERSTAND THE GROWTH IN PROPERTY VALUES AND WE'RE TRYING TO WORK WITH YOU AS BEST WE CAN.

IS THERE ANY OTHER COMMENTS THAT YEAH, JUST ANOTHER THING.

I, THE COUNTY PORTION OF EVERYBODY'S TAX BILL IS SOMEWHERE BETWEEN 15 AND 20% OF YOUR TOTAL TAX BILL.

IN, IN THE PAST, WHEN I CALCULATED MINE, IT WAS 16% OF MY TOTAL PROPERTY TAX BILL IS THE COUNTY PORTION.

AND, UH, OF THAT 16%, UH, VAST MAJORITY OF IT, AROUND 80% GOES TO LAW ENFORCEMENT IN THE COURT SYSTEM.

AND, UH, YET WITH, WITH THE GOOD WORK THAT, THAT THIS COURT DOES, I SEE MORE SCRUTINY ON WHAT WE ARE ABLE TO DO.

I SEE MORE SCRUTINY ON OUR PROCESS THAN ANY OTHER TAXING ENTITY IN PARKER COUNTY.

AND, UH, WHETHER THAT'S FORTUNATE OR UNFORTUNATE, I'M NOT SURE, BUT I'LL TELL YOU, WE'RE, WE'RE PROUD TO SIT HERE IN FRONT OF EVERYBODY, UH, BROADCAST, UH, LIVE STREAM, EVERY, EVERY MEETING THAT WE HAVE, EVERY, UH, UH, WORKSHOP THAT WE HAVE ON BUDGET.

I THINK THE LENGTH OF THAT INCENTIVE AND THE PARTICIPATION OF THE COUNTY AND THE PARTICIPANT ALSO IS IMPORTANT.

NOT A HUNDRED PERCENT AS AN ABATEMENT AND NOTHING BACK FROM THE COUNTY, EXCEPT WHAT THEY SAY ARE A PROMISE, YOU KNOW, IN FUTURE FUTURE TYPES OF INFORMATION.

WOULD YOU SAY THAT THAT'S WHAT, THAT THAT'S THE DIRECTION.

IT'S, THAT'S EXACTLY WE'RE TRYING TO, TO ATTRACT INTO THE COMMUNITY.

THOSE ARE THE THINGS THAT WE LOOK FOR.

UH, AND SO THEN AS WE MOVE FORWARD WITH THE AGREEMENTS FOR THESE, THEN THERE'S CERTAIN CALLBACKS AND THINGS LIKE THAT THAT ARE PUT INTO THAT AGREEMENT SO THAT IF COMPANY X DOES NOT, UM, MEET THE CRITERIA IN WHICH THEY COMMITTED TO, THEN THE COURT HAS THE ABILITY TO TAKE ACTION ON WHETHER THAT'S, UH, TAKING, YOU KNOW, THAT YEAR OFF OF THE, THE ABATEMENT OR, UH, JUST, UH, UH, TERMINATING THE ABATEMENT ALTOGETHER.

SO THERE ARE CERTAIN SAFEGUARDS THAT WE HAVE BUILT INTO THE INCENTIVE POLICY TO MAKE SURE THAT THE COMMITMENTS ARE BEING MET BY THE COMPANY.
