AND, UM, AND IT WOULD TAKE TOO LONG, BUT BASICALLY THE SCOPE OF THIS WAS WE HAD ALL THE LEADERS OF THE COUNTY, MAJORITY OF THE CITIES THERE,

UM, AS WELL AS THE TARRANT REGIONAL TRANSPORTATION COALITION, UH, COUNCIL OF GOVERNMENTS, RTC, AND THEN WE HAD, UH, TXDOT AS WELL.AND, UH, I HAD CHRIS KIND OF NARRATE THAT FOR ME AND KIND OF COORDINATE THAT.
AND, AND, AND THE REALLY, THE GOAL OF THAT MEETING WAS TO, TO HAVE A DIRECTION OF WHERE WE'RE GOING AND WHEN WE PASS THE BOND, WE WE'RE, WE'RE PROGRESSING RAPIDLY WITH THAT.
WE'VE GOTTEN AN IMMENSE AMOUNT IN MATTER OF FACT MORE OF THE, UH, MATCHING FUNDS.
AND WE ANTICIPATED, AND THAT'S CONTINUING TO HAPPEN.

WELL, THE THING IS, WE DON'T DO A VERY GOOD JOB, WHICH WE'RE GONNA DO BETTER AT COMMUNICATING WHAT WE'RE DOING.
THE MONEY WE COMMITTED TO ARPA, THE MEETING THAT WE HAD, THE COMMITTEE WE'RE MEETING WITH AND WE'RE DOING, AND CONTINUING TO WORK WITH THIS COMMUNITY ON HELPING AND ASSIST WITH THAT ON THE SITUATION WITH THE DESPERATE NEED OF WATER.

AND THEN I WANNA HAVE COMMISSIONER WALDEN SPEAK ABOUT THE WATER THAT WAS TALKED ABOUT, IF YOU DON'T MIND.
AND, UH, SO IF YOU WOULD, CHRIS, PLEASE.

UM, SO THE, THE PROJECTS YOU'LL SEE THERE, I THINK ONE OF THE, THE POSITIVES WAS REALLY TWO ELEMENTS IS IF YOU REWIND A YEAR AGO, A LOT OF THE PROJECTS THAT ARE NOW ACTIVE IN TECH STOCK WERE, UH, ONES THEY WERE TALKING ABOUT DOING BUT HADN'T STARTED.
UH, SO THAT WOULD INCLUDE LIKE I 20 AND, UH, THE FM ROADS THAT YOU SEE THERE HIGHLIGHTED IN PURPLE.
UH, SO NOW THEY'RE, YOU KNOW, THEY HAVE ENGINEERS UNDER CONTRACT, UH, PROGRESSING THOSE.
AND SO, UM, SO I THINK THAT WAS KIND OF ONE HIGHLIGHT IS THAT THERE'S, THERE'S A LOT OF ACTIVITY AND INVESTMENT GOING ON IN, UH, PARKER COUNTY.
AND SO, UM, I I THOUGHT THAT WAS A NICE CHANGE OF LIKE HOW MUCH PROGRESS THEY'VE MADE IN ONE YEAR ON THE PROJECTS THEY'RE DOING OUTSIDE OF WHAT THE COUNTY'S DOING.
UH, SO THAT WAS A KEY ELEMENT.
AND THEN, UH, MICHAEL AND CHRISTIE KIND OF SPOKE TO, UH, THOSE PROJECTS.
AND I'LL SCROLL THERE TO, YOU KNOW, THESE ARE THE PROJECTS THEY HAD KIND OF INITIALLY FUNDED THAT I MENTIONED IN THE MONTHLY REPORT BEING OLD WEATHERFORD, THE 1187 SEGMENTS, UH, THE BETHEL ROAD, UH, RAMPS, AND THEN SEVEN 30.
SO THOSE WERE KIND OF THE INITIAL THINGS.
AND ONE OF THE THINGS THAT WAS DISCUSSED IN THE GROUP IS WITH A LOT OF THE ESCALATING COSTS THAT, YOU KNOW, THERE WAS SOME QUESTIONS ASKED TO COG OF, UH, ARE THEY GONNA CONTINUE TO INVEST? YOU KNOW, MY FEELING WAS THAT MICHAEL MORRIS REPRESENTING THE TRANSPORTATION DIVISION OF COUNCIL OF GOVERNMENTS WAS READY TO SAY THAT PARKER COUNTY'S PROBABLY NOT GONNA NEED 'EM ANYMORE, TRANSPORTATION,

UH, THE, UH, THE FACT THAT WE HAVE HIRED, UH, FRIESA NICHOLS AS OUR ENGINEERING FIRM FOR WATER FOR PARKER COUNTY, UH, THAT THEY ARE IN THE PROCESS NOW OF, UH, HELPING US DEVELOP LEGISLATION TO CREATE A PARKER COUNTY WATER DISTRICT SO THAT WE CAN WORK AS A, ON A REGIONAL BASIS TO, UH, BRING WATER AND WASTEWATER, UH, INFRASTRUCTURE TO PARKER COUNTY.
UH, THE FACT THAT WE ARE, UH, THROUGH OUR ENGINEERING FIRM WORKING TODAY TO MAKE DEALS WITH SOMEONE, OR MANY PEOPLE TO BRING ADDITIONAL WATER RESOURCES TO PARKER COUNTY AND BEGIN THE PROCESS OF BUILDING INFRASTRUCTURE FROM A PARKER COUNTY REGIONAL BASIS RATHER THAN FOR THOSE COLORED IN SPACES THAT YOU'RE SEEING THERE ON THE MAP.
UM, AND YES, WE RECOGNIZE THAT WE ARE, UH, DRILLING 1500 WELLS PER YEAR IN PARKER COUNTY HAVE FOR THE LAST FIVE YEARS, AND THAT WE'RE NUMBER ONE IN TEXAS IN THAT.
AND, UH, THAT WE ARE, UH, WE'LL BE BRINGING FORWARD SOME, SOME POTENTIAL CHANGES TO OUR SUBDIVISION REGULATIONS THAT WILL ENABLE US TO HAVE A STOP GAP BETWEEN WHERE WE ARE NOW AND WHERE WE ARE WHEN WE DO HAVE ADDITIONAL WATER FLOWING DOWN, UH, FROM WHICHEVER DIRECTION IT MIGHT COME FROM.
AND SO THAT'S KIND OF THE, THE HIGHLIGHTS, UH, THE, OF WHAT I SPOKE ABOUT AND, UH, KIND OF THE HIGHLIGHTS OF WHAT WE'RE DOING AS A, AS A HYDROLOGY 2050 COMMITTEE HERE IN PARKER COUNTY.
AND I, AND I THINK IT, UM, WE OF COURSE DIDN'T PLAN FOR THAT IN THE MEETING, BUT IT WAS NICE THAT MICHAEL KIND OF BROUGHT UP THE WATER CONCERN AND, UH, COMMISSIONER WALDEN WAS PREPARED TO, TO SPEAK ON IT.
SO IT SHOWED THAT KIND OF, UH, HOW MUCH THE COUNTY'S UNITED AROUND BOTH WATER AND TRANSPORTATION.
YOU KNOW, ONE THING INTERESTING ON THE MAP, YOU COULD SEE THAT THAT KIND OF JAGGED LINE IS THE TRINITY BASIN, UH, ON THE EAST SIDE AND ON THE WEST SIDE'S, THE BRAZOS BASIN.
AND, UM, SO THAT, YOU KNOW, IS TWO COMPLETELY DIFFERENT STRATEGIES ON WATER, DEPENDING ON WHICH SIDE YOU'RE ON.
BUT ONE THING I WAS LOOKING AT, WHEN YOU LOOK AT THE TECH STOCK TRANSPORTATION MAP, AS WELL AS A LOT OF THE, THE DEVELOPMENTS WE'VE DONE ON THE COUNTY BOND PROGRAMS, A LOT OF THAT'S IN THE TRINITY SIDE.
UH, THERE'S SOME OVERLAP, BUT, UM, YOU KNOW, THAT AS SOMEONE THAT'S ONLY HAD A CAREER IN TRANSPORTATION, YOU CAN REALLY SEE THAT SYNERGY BETWEEN WATER AND TRANSPORTATION.
UH, SO IT'S NICE ALL THE WORK Y'ALL ARE DOING IN THAT REGARD.

LEACH ROAD IS AN EXISTING COUNTY ROAD.
THEY'RE GONNA BE PUTTING IN, UH, BUFFET WAY AND CARNAGE, CARDI, I'M SURE I'M SAYING THAT WRONG.
CARNAGE ROAD AND LONE STAR ROAD IS ALSO A FRONTAGE ROAD, BUT THAT IS A COUNTY ROAD.
CURRENTLY, UH, WE HAVE, THEY HAVE DONE THEIR GROUNDWATER CERTIFICATION STUDY AND I THINK THAT'S ALL BEFORE, UH, JOHN IS EVERYTHING IN ORDER ON YOUR END.
THE DEVELOPER HAS PROVIDED A TAX CERTIFICATE.
IT DOES INDICATE A BALANCE OF $4,741 AND 17 CENTS.
THE PERMITTING DEPARTMENT HAS APPROVED PRIVATE WATER AND PRIVATE WASTE DISPOSAL.

UM, SO IN JUNE OF 2022, MY HUSBAND AND I BOUGHT, WENT TO TOPNOTCH HOMES AND SPOKE WITH THEM REGARDING PURCHASING A HOME.
THROUGH THEM, WE PICKED OUT A FLOOR PLAN THAT WE LOVED AND EXPRESSED CONCERNS ABOUT HOW MANY ISSUES A PARTICULAR MODEL HAD THAT THEY WERE TRYING TO SELL US.
UH, THE SALES MANAGER ASSURE US THAT ALL OF THE PHIL MISSIONS AND ISSUES WE POINTED OUT WOULD BE FIXED ONCE THE HOUSE WAS ON OUR PROPERTY.
AND BEFORE WE MOVED IN, WE ALSO TOLD THEM WE WERE HOPING TO HAVE THE HOME READY RATHER QUICKLY AS WE WERE EXPECTING A NEW BABY.
THEY WANTED TO MAKE SURE WE HAD PLENTY OF TIME TO GET EVERYTHING MOVED IN AND GET THE NURSERY AND EVERYTHING ELSE READY BEFORE THE BABY ARRIVED IN OCTOBER.
THEY AGAIN ASSURED US THAT OUR DEADLINE WAS COMPLETELY DOABLE AND THAT WE WOULD BE IN THE HOME WAY BEFORE THE DAUGHTER WAS BORN.
FAST FORWARD TO OCTOBER AND WE WERE STILL NOT IN OUR HOME.
IN FACT, WE DID NOT MOVE IN UNTIL MID-DECEMBER.
UM, IT WAS A HUGE BURDEN FOR OUR FAMILY TO TRY AND MOVE AND TAKE CARE OF A NEWBORN SURROUNDED BY MOVING BOXES, ET CETERA.
BUT WE GOT THROUGH IT THE WHOLE TIME.
WE WERE WAITING, SORRY, WAITING TO MOVE IN.
UM, AND WAITING ON THE WELL TO BE DRILLED TOP-NOTCH HOMES COULD HAVE BEEN FIXING ALL THE THINGS WE SAW DURING OUR INITIAL WALKTHROUGH THAT THEY REFUSED, UH, I'M SORRY, BUT THEY REFUSED UNTIL WE MOVED IT.
WE THEN WENT ON A BACK AND FORTH PHONE AND MESSAGE TAG WITH MANY TOP-NOTCH EMPLOYEES TRYING TO GET ALL THE ISSUES FIXED INSIDE OUR HOME THAT WE HAD ADDRESSED WITH THEM WHEN THEY DID THE INITIAL MOVE IN WALKTHROUGH, WHICH THEY SET US UP FOR MULTIPLE TIMES.
AND ON THE DAY THAT THEY BOTHERED US, SHOW UP, SHOWED UP HOURS LATE WITHOUT ANY APOLOGY.
OUR MAIN CONCERNS BEING THE GIANT GOUGE IN OUR LIVING ROOM FLOOR AND THE SLICED LINOLEUM IN OUR BATH, OUR MASTER BATH, AS WELL AS THE TRANSITION LINES, HAVING NAILS POKING THROUGH THEM.
WE EXPRESSED THEN HOW WE REALLY NEEDED THOSE FIXED SO OUR TWO CHILDREN DIDN'T CUT THEMSELVES ON THEM.
AFTER MANY CALLS AND TEXTS AND MANY EMAILS BACK AND FORTH, WE FINALLY HAD WORKERS OUT TO HAVE OUR REPAIRS MADE.
THE MEN THAT CAME OUT, WHOM I BELIEVE WERE FROM THE MANUFACTURERS, SAID THAT THEY, SORRY, THAT OUR FLOORS WOULD BE A HUGE TASK AND MULTIPLE DAYS OF WORK AS THEY WOULD HAVE TO MOVE OUR ENTIRE KITCHEN ISLAND ALONG WITH ALL OF OUR FURNITURE, ET CETERA.
WE WERE TOLD THAT WE HAD TO LIVE IN THE HOME FOR A CERTAIN AMOUNT OF TIME BEFORE TOTTEN HUTCH WOULD SEND ANY ANYONE OUT TO FIX ANYTHING, EVEN THOUGH OUR HOME STOOD EMPTY FOR MONTHS.
THE MANUFACTURER SEEMED VERY DISPLEASED WITH THIS, AND THEY LEFT AND LATER SENT A LETTER VIA EMAIL STATING THAT THEY WOULD JUST LIKE TO PAY US FOR THE FLOORING BECAUSE IT WAS TOO MUCH WORK TO BE DONE.
WE ACCEPTED, BUT WE ASKED THAT THE TRANSITION LINES STILL BE REPLACED FOR OUR CHILDREN'S SAFETY.
TOP-NOTCH HOMES SAID THAT THEY WOULD TAKE CARE OF THAT FOR US AND KEPT PROMISING US, SORRY, PROMISING US THAT IT WOULD GET DONE.
THEY DRUG OUT THE WHOLE THING SO LONG THAT THEY TRIED TO TELL ME WE WERE NO LONGER WITHIN WARRANTY, AND THAT WE WOULD NOT, I'M SORRY, WE WOULD HAVE TO PAY FOR THE TRANSITION STRIP SUPPLIES, BUT THAT THEY WOULD SEND SOMEONE OUT TO INSTALL THEM AS A COURTESY TO US.
I EXPLAINED THAT IT WAS PROMISED TO US AT MOVE IN AND THAT IT'S NOT OUR FAULT THAT THEY'VE DRAGGED THEIR HEELS FOR A YEAR AND A HALF ALMOST BEFORE GETTING IT DONE.
SO THEY CONCEDED AND PROMISED THEY'D GET IT ALL FIXED.
THEIR WORKER CAME OUT TO FIX IT, AND LO AND BEHOLD, HE DIDN'T HAVE ALL THE MATERIAL HE NEEDED TO COMPLETE THE JOB.
SO OUR MASTER BATH TRANSITION LINE WAS LEFT WORSE THAN BEFORE AND ALL CUT UP BECAUSE HE CUT IT AND STARTED TO PULL IT UP AND REALIZED HE DIDN'T HAVE ENOUGH MATERIALS TO DO THE JOB.
THERE WERE NAILS STICKING OUT ALL ACROSS IT STILL.
HE TOLD ME HE WOULD GET BACK WITH ME, UM, TO COME OUT AND DO THE REST.
AND WE NEVER HEARD ANYTHING BACK FROM THEM EXCEPT FOR A TEXT STATING IT WASN'T THEIR FAULT.
FAST FORWARD SOMETIME SHORTLY AFTER AND MY OLDEST DAUGHTER CAME INTO THE BATHROOM TO TELL ME SOMETHING AND CUT A HOLE IN HER FOOT ON THE VERY NAILS WE HAD BEEN ASKING THEM TO REPEATEDLY FIX FOR OVER A YEAR.
I EXPRESSED MY CONCERNS ABOUT THIS OR HOW THIS WAS HANDLED ON FACEBOOK, GOOGLE AND ALSO WITH BETTER BUSINESS BUREAU AND TOP NOTCH HOMES HAS CONTINUED, SORRY, CONTINUED TO PACE, PLACE THE BLAME ON THE MANUFACTURER, EVEN THOUGH THESE INITIAL PROBLEMS WERE AT WRITEUP MOVE IN AND THE SHODDY WORK WAS DONE BY THEIR CONTRACTORS, WE NEVER ONCE RECEIVED AN APOLOGY FROM THEM, FROM MY CHILD GETTING HURT DUE TO THEIR NEGLIGENCE.
THERE ARE MANY OTHER ISSUES THAT WE'VE HAD WITH THEM AND CRACKS AND BLEMISHES THAT HAVE STILL NOT BEEN TAKEN CARE OF.
BUT THE ONE THAT STICKS OUT THE MOST IS THE TRANSITION LINES BECAUSE IT HURT MY CHILD.
ONE OTHER INSTANCE I'D LIKE TO MAKE YOU AWARE OF WAS OUR ELECTRIC MULTIPLE LIGHT SWITCHES DIDN'T WORK OR WOULD'VE FLICKER WHEN THE LIGHTS WERE ON.

GET THOSE FIXED WHEN OUR DRYER SUDDENLY STOPPED WORKING.IT WAS AN OLDER DRYER, SO WE ASSUMED IT WAS ON ITS LAST LEG AND WE PURCHASED A BRAND NEW ONE.
A FEW DAYS AFTER GETTING IT INSTALLED, I KEPT TELLING MY HUSBAND, IT SMELLED LIKE OUR CLOTHES WERE SUPER HOT WHEN WE WOULD GET THEM OUT OF THE DRYER.
HE PULLED THE DRYER OUT AND OUR BRAND NEW WASHER PLUG WAS MELTED AS WELL AS THE OUTLET ON OUR WALL BY THE PLUG.
WE TOLD TOP-NOTCH HOMES, AND IT TOOK THEM DAYS TO COME OUT TO FIX IT.
GRANTED IT WAS DURING AN ICY STORM, SO I TRIED TO GIVE THEM SOME GRACE.
WHEN THEY FINALLY CAME OUT, THE HEAD ELECTRICIAN BROUGHT TRAINEES OUT TO DO THE WORK, AND THEY FOUND OUT THE DRYER PLUG WAS NOT WIDELY CORRECTED, I'M SORRY, WIRED CORRECTLY.
WE WONDER NOW IF OUR OLD DRYER REALLY WAS BROKEN, OR IF IT WAS A FAULTY ELECTRIC WORK WHILE THEY WERE OUT, THEY FIXED THE OTHER L WHICH IS, UM, OR SO WE THOUGHT AFTER HOURS OF THE HEAD ELECTRICIAN STANDING AROUND TALKING TO US, WHILE AS TRAINEE GUYS DID MOST OF THE WORK, THEY PACKED UP AND LEFT.
I WENT TO TURN ON MY WORK COMPUTER AND IT WOULDN'T TURN ON.
I CHECKED THE BREAKERS AND EVERY TIME I RESET IT, THE CIRCUIT BREAKER WOULD TRIP, AND THEN IT SMELLED LIKE SOMETHING WAS HOT.
I CALLED THEM BACK OUT IMMEDIATELY AND THE MAIN ELECTRICIAN CAME OUT AND HE FOUND THAT IT WAS A LIGHT IN MY OLDEST DAUGHTER'S BEDROOM THAT HAD JUST BEEN FIXED.
UM, HE SAID IT WAS WIRED WRONG AND THEY FIXED IT AGAIN.
I TOLD HIM I WAS NOT SURE I HAD FAITH IN THE WORK THAT WAS JUST DONE.
AND IT HAS BEEN TWO INSTANCES NOW THAT WE HAD WRONG WIRING DONE BY THE, HE TOLD ME TO HIRE ANOTHER ELECTRICIAN TO COME OUT.
IF I DIDN'T FEEL COMFORTABLE WITH HIS WORK.
OUR NEW HOUSE COULD HAVE BURNED DOWN DUE TO THE SHODDY WORK DONE BY TOP-NOTCH HOMES AND THEIR CONTRACTORS.
OUR HOUSE HAS A, HAD A TOILET WITH A GIANT MISSING CHUNK OUT OF THE TANK HOLES IN OUR DAUGHTER'S TUB THAT WERE POORLY PATCHED.
AND YOU CAN ALREADY SEE THE HOLE AGAIN.
THE WALLS AND CEILINGS ALL HAVE BLEMISHES AND CRACKS, AND THEY HAVE NEVER BEEN PICKED, FIXED, OR FIXED POORLY.
THE DOORS DON'T CLOSE CORRECTLY.
OUR WATER FAUCET HANDLE WAS PUT ON WRONG IN THE MASTER, AND WE WERE TOLD THEY WILL NOT COME BACK OUT TO FIX IT.
MY, UH, HUSBAND AND I TAKE PRIDE IN OUR HOME.
WE BROUGHT OUR, WE BOUGHT OUR HOME AND EXPECT IT TO BE MOVED IN READY AND OUR HOME IS LITERALLY FALLING APART AROUND US.
I WAS SCRUBBING MY SHOWER AND A HOLE APPEARED.
I WAS USING ELBOW GRACE, BUT I'M NOT THAT STRONG
UM, AND IT, AFTER MAKING ONE OF THE WORST DECISIONS OF OUR LIVES.
IF I HAD KNOWN WHAT I KNOW NOW AND NOT HAVE STEPPED FOOT IN THEIR ESTABLISHMENT OR GIVING THEM A DIME, I THOUGHT MAYBE OUR SITUATION WAS A REALLY CRAZY FLUKE.
BUT AFTER DOING RESEARCH, I REALIZED THERE'S A WHOLE LOT OF OTHER PEOPLE IN THE SAME BOAT AS ME.
SO, UM, I CAN CONTINUE, BUT IT'S A LITTLE BIT LONG.

UM, SO QUALITY OF BUILD IS AN ISSUE THAT'S THAT, THAT WE WANT TO KNOW ABOUT, BECAUSE IF THERE'S A WAY WE CAN HELP, WE WILL.
BUT WHEN IT COMES TO THE PLATTING OF SUBDIVISIONS TO, UH, CHAPTER 2 32 OF THE TEXAS LOCAL GOVERNMENT CODE AND THEN CHAPTER 35 OF THE WATER CODE ARE PRETTY MUCH THE LIMITS THAT I'M AWARE OF UNLESS I'M JUST NOT MENTIONING SOMETHING OF WHAT WE CAN CONSIDER.

UM, THE PMA THAT WE'RE IN STRETCHES FROM HERE TO THE OTHER SIDE OF DALLAS, AND IT GIVES US ADDITIONAL AUTHORITY AS A COUNTY AS WE LOOK AT SUBDIVISIONS.
UM, AND THEN WE ALSO HAVE AUTHORITY IN CHAPTER 2 32 OVER AND ABOVE WHAT THE UPPER TRINITY SAYS.
SO THE UPPER TRINITY IS NOT THE BE ALL AND END ALL FOR US.

THE UPPER TRINITY PRODUCED A REPORT THAT SAYS THAT IN THIS SUBDIVISION, IF EVERYBODY TURNS THEIR FAUCET ON AT THE SAME TIME, THAT VERY, VERY QUICKLY, THE WELLS WILL NOT BE ABLE TO PRODUCE ENOUGH FOR MORE THAN A TRICKLE.
AND I'M PARAPHRASING THERE, BUT THERE IS NOT ENOUGH WATER IN THAT AREA TO SUPPORT NEARLY 50 LOTS.
SO AN OPTION WAS FLOATED FOR STORAGE.
PERSONALLY, I DON'T LIKE THAT OPTION.
THE REASON I DON'T LIKE THAT OPTION IS IF YOU PUT IN A STORAGE TANK AND THEN TO MR. DAVIS'S POINT, SOMEONE MOVES OUT, SOMEONE MOVES IN.

THE SECOND CONCERN THAT I HAVE IS THE OPPORTUNITY HAS MADE IT VERY CLEAR THAT IF A WELL FAILS AND THEY THINK THAT THERE IS A DECENT POSSIBILITY OF THAT, THEY WILL HAVE TO REQUIRE ADDITIONAL ACREAGE.
SO IF ONE OF THE LOTS HAS A WELL THAT FAILS AND A NEW WELL HAS TO BE DROPPED, HAS TO BE DRILLED, THEY CAN'T DO IT ON THAT SAME TWO ACRE LOT WITHOUT ACQUIRING ANOTHER TWO ACRES NEARBY.
WELL, IF ALL OF THE LOTS ARE FILLED OUT AND THEN EIGHT OF THEM FAIL, WHICH EIGHT IS IS NOT A NUMBER I HAVE ANY SPECIFICS ON.
IT'S JUST A NUMBER I CAME UP WITH.
THEN THOSE EIGHT LOTS ARE UNUSABLE BECAUSE THE, THE NEXT DOOR NEIGHBORS WILL HAVE ALREADY DRILLED THEIR WELLS AS WELL.
SO IT'S FOR THAT AND MANY OTHER REASONS THAT I'M MORE

AND IT SAYS THAT, UM, WE'RE NOT GONNA CONSIDER THAT THERE'S ANY FUTURE DEVELOPMENT.
WE'RE NOT GONNA CONSIDER ANY FUTURE IMPACT THAT WE KNOW WILL HAPPEN TO THE AQUIFER.
SO FOR EXAMPLE, THIS AQUIFER THAT WE'RE IN, WE HAVE IMPACT FROM DALLAS COUNTY, WE HAVE IMPACT FROM TARRANT COUNTY BECAUSE THEY'RE DEEPER THAN US.
WE'RE AT THE EDGE OF THE BOWL.
THEY'RE AT THE MIDDLE OF THE BOWL.
SO WHEN THEY PULL WATER OUT, THAT AFFECTS US.
THAT'S WHY SPRINGTOWN DOESN'T HAVE SPRINGS ANYMORE.
IT'S NOT 'CAUSE OF WHAT WE'VE DONE IN PARKER COUNTY, IT'S BECAUSE OF WHAT'S BEEN DONE TO THE EAST OF US AND THE DEMAND ON THE WATER THERE.
SO IT'S FOR THOSE REASONS THAT I BELIEVE IT'S WITHIN OUR PURVIEW AS A COUNTY TO SAY WE HAVE SERIOUS CONCERNS ABOUT THE WATER ADEQUACY OF A TWO LOT SETUP.
UM, I WOULD SAY THAT THE PERSON IN QUESTION, THE DEVELOPER IN QUESTION NEEDS TO COME BACK WITH EITHER SOME TYPE OF SYSTEM PLAN AND RUN THAT BY THE UPPER TRINITY, OR THEY NEED TO COME BACK WITH LARGER LOT SIZES BECAUSE I'M EXTREMELY UNCOMFORTABLE WITH A TWO ACRE LOT PLAN.
I DON'T THINK IT'S GONNA WORK.
UM, I THINK THAT WITHIN A RELATIVELY SHORT AMOUNT OF TIME, WE'RE GONNA HAVE A LOT OF FOLKS RUNNING OUTTA WATER.
I DO WANT TO ADDRESS, UM, THERE'S BEEN A LOT OF TALK AROUND THE, UH, TYPE OF HOMES AND ALL THAT.
FROM MY PERSPECTIVE, MY KIDS GO TO PUBLIC SCHOOL.
THERE'S A LOT OF COACHES AND TEACHERS AT PUBLIC SCHOOL THAT I HAVE A TREMENDOUS AMOUNT OF RESPECT FOR THOSE TEACHERS AND COACHES PROBABLY CAN'T AFFORD A $600,000 HOME.
SO WE DO NEED AFFORDABLE HOMES IN THE COUNTY, BUT WE HAVE TO HAVE THOSE AFFORDABLE HOMES IN AN AREA WHERE THE INFRASTRUCTURE CAN SUPPORT IT.
I DON'T THINK THE WATER INFRASTRUCTURE HERE CAN SUPPORT IT.
AND I FEEL VERY STRONGLY THAT IF WE APPROVE THIS, ALL WE'RE DOING IS WE'RE PUTTING THE BURDEN ON THE PEOPLE WHO END UP MOVING THERE WITH THE EXPECTATION THAT WE DID OUR DUE DILIGENCE, WHICH I DON'T BELIEVE WE WOULD HAVE IF WE APPROVED THIS.
WE'RE ALSO HEAVILY IMPACTING THE FOLKS AROUND THERE WHO USE THEIR WELLS FOR THEIR AGRICULTURE, FOR THEIR LIVESTOCK, ET CETERA.
SO IT'S MY RECOMMENDATION THAT WE DO NOT APPROVE THIS FINAL PLAT COUNCILOR.
IS THAT ILLEGAL? IT, IT, IT IS LEGAL.
