TODAY IS A RESOLUTION, UH, TO ANNEX A CERTAIN AMOUNT OF BANKHEAD HIGHWAY FROM APPROXIMATELY, UH, AS THE CROW FLIES FROM THE GYM AT OFF OF BANKHEAD TO 1187.

UH, THIS COMES IN REQUEST FROM ROBERT BELL AND THE BELL DEVELOPMENT, UH, THEY'RE WISHING TO ANNEX A 317 ACRE PORTION OF, OF THEIR PROPERTY INTO THE CITY OF WILLOW PARK.

UM, AND, UM, WE'VE DONE THIS BEFORE.

I THINK WE'VE DONE THIS A COUPLE, THREE TIMES ALREADY, RIGHT? UM, SAME SCENARIO AS LAST TIME, ANNEX BANK HEAD THAT GETS US TO THE BAIL DEVELOPMENT.

AND THEN WE WILL SET A PUBLIC HEARING IN 45 DAYS TO, UH, CONSUMMATE THE ANNEXATION.

UM, I'M HERE TO DISCUSS BRIEFLY THE, UH, WHAT USED TO BE CALLED THE EAST PARKER COUNTY LIBRARY NOW JUST SORT OF GENERALLY REFERRED TO AS THE ALITO LIBRARY.

AND, UH, IN THE PAST YEARS, UM, UH, YOU ALL HAVE PROVIDED FUNDING TO THE LIBRARY IN THE AMOUNT OF $22,770.

AND I'M HERE TO, UH, ASK FOR YOUR CONTINUED SUPPORT OF THAT.

THE ONLY THING THAT HAS CHANGED, UM, BETWEEN, UH, WHAT YOU ALL DID LAST YEAR AND WHAT, UH, IS HAPPENING NOW IS THE CITY OF ALITO HAS, UM, I DON'T LIKE TO USE THE WORD TAKEN OVER 'CAUSE IT SOUNDS HOSTILE, RIGHT.

UM, BUT WE'VE MERGED WITH THE EAST PARKER COUNTY LIBRARY.

UH, THEY HAVE BECOME A CITY DEPARTMENT AS OF OCTOBER ONE.

UM, AND THE, ONE OF THE SIGNIFICANT IMPETUS FOR THAT, UM, MERGER IS THAT, UM, THE EAST PARKER COUNTY, OR WHAT WAS THE EAST PARKER COUNTY LIBRARY SERVES ALL OF PARKER COUNTY, UM, BUT FINANCIALLY WAS NOT REALLY ABLE TO CONTINUE TO SUSTAIN ITSELF.

AND SO IN ORDER TO MAKE SURE THIS REALLY IMPORTANT AND VALUABLE SERVICE, NOT ONLY TO ALITO, BUT TO ALL THE RESIDENTS OF PARKER COUNTY, UH, CONTINUES, UM, WE'VE ENTERED INTO AN AGREEMENT IN WHICH THEY, UH, THE LIBRARY WILL ACTUALLY MOVE

INTO THE NEW FACILITY AND OCCUPY, UH, RIGHT AROUND 5,000 SQUARE FEET.

SO CONSIDERABLY LARGER SPACE IN THAT THEY CURRENTLY HAVE.

UM, I DO HAVE STATISTICS, UM, ROUGHLY, UM, IF YOU TAKE OUT THE CITIES OF ALITO, ANTA, ANTA, NORTH AND SOUTH HUDSON OAKS, UM, AND WEATHERFORD AND WILLOW PARK, UM, ALMOST, UH, 46%, UM, OF ALL THE, UH, INTERACTIONS, UH, AT THE LIBRARY ARE FOLKS WHO LIVE, UM, IN PARKER COUNTY, NOT INCLUDING, UM, YOU KNOW, IF YOU LIVE IN ONE OF THOSE, UH, UH, CITIES THAT I JUST REFERENCED.

SO THIS IS A LIBRARY THAT SERVES ALL, TRULY SERVES ALL OF PARKER COUNTY.

AND I'M JUST HERE TO, UH, ASK YOU ALL FOR YOUR CONTINUED, UM, FINANCIAL SUPPORT SO WE CAN CONTINUE TO MAKE THIS RESOURCE AVAILABLE TO ALL OF THE RESIDENTS OF PARKER COUNTY.

SO LAST TIME THIS, THIS CAME UP IN COURT AND, AND WE ASKED, WE DISCUSSED IT BRIEFLY, AND, UH, I WENT AND SPOKE WITH MR. SIMONS, UM, AND ASKED FOR SOME OF THESE.

AND THIS WAS HOW I EXPECTED A LOT OF IT ACTUALLY IS OUTSIDE OF THE CITY LIMIT OF ALITO.

IT'S EAST PARKER COUNTY.

THAT'S BEEN THE NAME OF THE LIBRARY AS LONG AS I REMEMBER.

BUT, UH, ONCE I SAW THESE, I FELT LIKE THE, THE COURT HAD SUPPORTED IT AT THIS LEVEL FOR QUITE A WHILE.

AND I KNOW FROM THE AMOUNT OF FOLKS THAT HAVE REACHED OUT TO ME THAT THIS IS AN IMPORTANT ASSET AND THAT A LOT OF FOLKS STILL USE THE LIBRARY OVER THERE.

SO THAT'S WHY I BROUGHT IT TO, TO THE COURT AGAIN.

AND I WANT TO MAKE A MOTION THAT WE SUPPORT TO, UH, APPROVE THE SUPPORT THAT WE'VE DONE HISTORICALLY FOR HIM.

WE HAVE A MOTION BY COMMISSIONER HALE, A SECOND BY COMMISSIONER CONLEY.

WE'RE IN THE DISCUSSION PHASE.

UM, SIMILAR SITUATION, WHAT WE HAD WITH WEATHERFORD, WE WERE WORKING WITH THEM AND WITH A CITY OWNED LIBRARY WHERE WE WERE PAYING A CERTAIN AMOUNT.

AND THEN THAT WENT INTO NEGOTIATION ON IT.

UM, BUT I THINK THE KEY TO THAT, WHAT THAT WAS, AND COMMISSIONER WALDEN AND I MET WITH THEM AND, AND TALKED WITH THEM ABOUT SOLUTIONS AND TRYING TO WORK TOGETHER ON THAT WAS THE NUMBER THAT STUCK OUT WAS A SUBSTANTIAL NUMBER OF THOSE IN THE ETJ.

AND THAT WAS, I WAS SURPRISED TO SEE WHAT THAT NUMBER WAS ON THE 46%.

SO BASICALLY HAVE ONE AND TWO THAT WALK IN, OR NOT IN THE CITY OF TOLEDO, BUT IN EITHER IN YOUR ETJ OR IN ONE OF THE OTHER EJS OF THE CITIES THAT YOU MENTIONED.

SO IT KIND OF PUTS US IN A SITUATION WHERE IT'S A SIMILAR THING AS WHAT WE HAD WITH WEATHERFORD.

AND SO THE, THE AMOUNT THAT WE GAVE BEFORE NOAH IS 22,700 WAS THE, THE AMOUNT THAT WE GAVE YOU IN THE PAST.

AND THAT'S TWO 2,770, SIR.

AND THAT HAS BEEN CONSISTENT OVER THE YEARS.

THERE'S MULTIPLE BENEFITS TO A WATER SUPPLY SYSTEM.

UM, ONE SOURCE OF WATER MEANS THE RESIDENTS ARE CHARGED FOR THAT WATER, WHICH INHERENTLY LIMITS HOW MUCH THEY'RE GONNA USE.

NOW, ALL OF A SUDDEN, WHEN THERE'S A COST TO IT, BECAUSE THEY HAVE TO PAY INTO THE SYSTEM, IT MIGHT, UM, AFFECT THEIR BEHAVIOR.

THE OTHER HUGE BENEFIT TO A WATER SYSTEM IS THAT IT, IN THE EVENT THAT WATER IS EVER PIPED IN, IS JUST ONE POINT OF CONNECTION.

NOW FOR ALL OF THOSE HOMES, THE BENEFIT TO THIS LANGUAGE IS IT APPLIES ONLY AS WE DECIDE.

SO IN OTHER WORDS, THIS LANGUAGE IS ADDED TO OUR RULES, BUT DOES NOT GO INTO EFFECT ON A BLANKET BASIS.

IT'S ONLY AT OUR DISCRETION.

UM, AMERICA WAS BUILT, AND I'M NOT TRYING TO DIATRIBE HERE, BUT WE WERE BUILT ON FREE ENTERPRISE, ON CAPITALISM, ON THE ABILITY OF A PRIVATE COMPANY TO MAKE MONEY.

AT THE SAME TIME, PARKER COUNTY'S IN A SOMEWHAT UNIQUE SITUATION IN THAT OUT OF 254 COUNTIES IN THE STATE, WE HAVE LED FOR ALMOST 10 YEARS STRAIGHT ON THE NUMBER OF PRIVATE WATER WELLS DRILLED.

WE DRILLED TWICE AS MANY PRIVATE WATER WELLS IN 2022 AS THE NEXT HIGHEST COUNTY.

SO WE WERE NUMBER ONE AND DRILLED TWICE AS MANY AS NUMBER TWO, GIVEN THAT THIS LANGUAGE EXISTS IN STATE LAW.

AND IT SIMPLY IS AS IT, IT IS AS SIMPLE AS US PUTTING INTO OUR RULES THAT WE MAY REQUIRE IT BASED OFF OF SPECIFIC WATER CONCERNS FOR THAT LOCAL DEVELOPMENT.

I DO THINK US ENGAGING WITH THE UPPER TRINITY AND HAVING A SCIENCE BACKED, UM, APPROACH IS EXCELLENT.

IN FACT, THE UPPER TRINITY'S ALREADY WORKING ON THAT AND WE'LL PRESENT THAT AT THE JANUARY SUBDIVISION REGULATIONS COMMITTEE.

BUT PUTTING THIS LANGUAGE IN NOW ALLOWS US TO HAVE THIS TOOL IN OUR TOOL BELT TO USE AS NEEDED.

SO AGAIN, THIS, THIS LANGUAGE IN A SENSE DOES GIVE US THE ABILITY TO BE, UM, I DON'T WANT USE THE WORD ARBITRARY, BUT IT DOES GIVE US THE ABILITY TO PICK AND CHOOSE BASED OFF OF RECOMMENDATIONS THAT WE ADOPT FROM THE UPPER TRINITY GROUNDWATER CONSERVATION DISTRICT.
