FATHER, GUIDE THIS, COUNSEL THIS COURT TO YOUR WILL, AND HELP US TO BE THE STEWARDS OF YOUR WILL AND GUIDE US IN THE PATH THAT WE ARE TO GO FOR THE FUTURE GROWTH OF THIS COUNTY.

WE'RE GONNA MOVE DOWN TO ITEM SEVEN A, APPROVE THE RESOLUTION FOR WILLOW PARK STRATEGIC PLANNING.AND I WANNA OPEN THIS UP BEFORE I HAVE INTRODUCE, UH, SOME VERY IMPORTANT GUESTS WE HAVE HERE TODAY TO JOIN US.
IT'S A VERY UNIQUE THING THAT WE'RE KIND OF ALL IN THIS TOGETHER, THAT, UH, I THINK THE COUNTY REALLY TRIES TO SET THE TONE FOR CONSERVATISM.
UM, TO LIMIT OUR GOVERNMENT THAT WE HAVE WATER, I THINK IS VERY IMPORTANT.
TRANSPORTATION, WE HAVE CHRIS BOSCO HERE WITH FREEZER NICHOLS.
UM, BUT LOWERING THE TAX RATE AND MAINTAINING A CONSERVATIVE APPROACH TO GOVERNMENT IS REALLY THE FOUNDATION OF WHAT WE REPRESENT.
AND SO WHEN WE HAVE THAT, THAT, UH, EXEMPLIFIES THAT IN A CITY, I THINK IT NEEDS TO BE RECOGNIZED.
AND THAT SAID, UH, BEFORE I GO INTO THIS AND HAVE Y'ALL COME UP AND INTRODUCE, UH, THESE GUESTS, UH, I DO WANNA SAY THAT THERE ARE CITIES OUT THERE THAT ARE DOING THIS THAT WE'RE GONNA BE RECOGNIZING AS WELL.
I THINK WEATHERFORD IS DOING A, AN OUTSTANDING JOB IN KEEPING THEIR TAX RATE LOW WHILE MEETING THE NEEDS OF THIS COUNTY.
I THINK THERE IS SEVERAL CITIES OUT THERE THAT, UH, ARE, ARE, ARE DOING A GREAT JOB.
BUT I I THINK THIS IS ONE OF THESE SITUATIONS WHERE, UH, THE CITY OF WILLOW PARK HAS GONE SO FAR WITH THEIR STRATEGIC PLANNING, UH, TO ADDRESS SOME OF THE KEY AREAS.
NUMBER ONE, WATER LOWERING THEIR TAX RATE AND GOING THROUGH ALL THIS, AND I WON'T STEAL YOUR THUNDER, BUT I'LL ASK Y'ALL IF YOU WOULD.
UH, WE HAVE THE MAYOR, UH, MAYOR MOSS, AND WE HAVE COUNCIL MEMBERS, UH, HERE IN ELM.
I'M JUST, WITHOUT GOING THROUGH ALL THAT, UH, I WOULD LIKE TO GO INTO FURTHER THIS TO YOU, AND IF YOU WOULD JUST INTRODUCE OUR AUDIENCE AND THEN WE'LL GO FROM THERE.

A LOT OF BIG ECONOMIC THINGS IN ORDER TO BRING GROWTH, BUT STRATEGIC GROWTH, WORKING WITH THE COUNTY AND OUR NEIGHBORS, AND WE REALLY APPRECIATE IT.
UM, AND WE JUST WANNA CONTINUE TO DO A GOOD JOB AND, AND FOLLOW WHERE Y'ALL ARE AT.

UM, AS A STAFF MEMBER, I'M GONNA TELL YOU THAT, THAT IT'S REALLY EASY TO WORK FOR THESE GUYS, UH, BECAUSE THEY ARE ALL ALIGNED IN WHAT THEY WANT TO DO.
UM, THEIR, THEIR GOAL TO STAFF WAS, WE WANT LOWER GOVERNMENT, LOWER TAXES.
UH, WE WANT WATER, WE WANT WASTEWATER, WE WANT MORE SALES TAX.
AND SOMETIMES THOSE THINGS ALL FALL IN THAT ORDER AND SOMETIMES THEY DON'T.
UM, BUT, UH, THIS COUNCIL HAS SECURED, UH, WATER RIGHTS FOR THE NEXT 50 YEARS.
UM, WE HAVE BUILT A WASTEWATER TREATMENT PLANT.
I'M GONNA GET A LITTLE NERDY ON YOU.
WE FINANCE BOTH OF THOSE PROJECTS FOR AROUND 1% FOR 30 YEARS.
UM, WE HAVE DOUBLED THE SALES TAX IN WILLOW PARK SINCE 2018, WHICH IS A BENEFIT TO YOU GUYS AS Y'ALL COLLECT, UM, A HALF CENT ON THAT SALES TAX AS WELL.
AND SO, UH, BUT WE LOVE WORKING WITH PARKER COUNTY.
UM, I EVEN LIKE WORKING WITH JOHN FOREST,
AND SO, UH, WE APPRECIATE THE PARTNERSHIP THAT WE HAVE WITH PARKER COUNTY AND THE LEADERSHIP THAT YOU GUYS HAVE.
WE HAVE A COUPLE OF, UH, OTHERS.

ONE OF THE THINGS WITH THE CITY, AND, AND I WAS WITH THE CITY FOR 20 YEARS AND IS TO PARTNER WITH YOUR COMMUNITY IS, IS FOR THE SUCCESS TO HAPPEN AND TO ACHIEVE ALL THESE, IT'S NOT EASY WHAT YOU GUYS DO AT ALL.
UH, BUT TO ACCOMPLISH WHAT YOU'VE ACCOMPLISHED, YOU PARTNER WITH YOUR COMMUNITY, YOU PARTNER WITH THOSE BUSINESSES OUT THERE, AND THESE TWO INDIVIDUALS, PROBABLY ANYBODY KNOWS, UM, BEHIND THE SCENES, HAS REALLY WORKED WITH THIS COUNCIL AND THIS CITY TO MAKE IT BETTER FOR ALL OF PARKER COUNTY.
AND IS THERE ANYTHING Y'ALL WOULD LIKE TO ADD? YES, I HAVE A FEW WORDS.

I APPRECIATE THEIR COUNCIL MEMBERS.

AND SO I THINK THAT NEEDS TO BE RECOGNIZED.
I THINK IT NEEDS TO BE RECOGNIZED WITH THE LEADERSHIP AND IT TRANSLATES INTO WHAT I WILL READ HERE IS PROBABLY ONE OF THE MOST IMPACTING RESOLUTIONS THAT I'VE, I'VE READ, HONESTLY.
AND, AND SO IT, IT'S GONNA BE A PRIVILEGE TO DO THAT.

WHEREAS THE CITY OF WILLOW PARK HAS REDUCED ITS TAX RATE BY 25% WHILE SEEING ITS TOTAL VALUE DOUBLE BETWEEN 2018 AND 2024.
AND IS A FORT WORTH WATER AGREEMENT, WHICH WILL DELIVER 3.5 MILLION GALLONS OF WATER PER DAY TO WILLOW PARK.
AND I THINK IT WILL ALSO SET THE PRECEDENT FOR FUTURE GROWTH IN THIS COUNTY TO EXTEND THAT.
AND THAT'S ANOTHER DISCUSSION.
BUT, UH, ALSO RESOLVING A LONGSTANDING WATER CAPACITY ISSUE AND SAVING TAXPAYER MILLIONS OF DOLLARS IN INTEREST IN FINANCE CHARGES.
AND WHEREAS THE WASTEWATER TREATMENT PLAN ADDRESSES WASTEWATER CONCERNS, ENSURING RELIABLE SERVICE TO RESIDENTS, WHILE PROVIDING SUBSTANTIAL SAVINGS FOR TAXPAYERS BY COLLABORATING WITH THE CITY OF HUDSON OAKS ON BOTH THE WATER FORT WORTH WATER AGREEMENT AND WASTEWATER AGREEMENT, WILLOW PARK HAS SAVED TAXPAYERS MILLIONS OF DOLLARS THROUGH EFFECTIVE TEAMWORK AND SHARED RESOURCES.
WILLOW PARK HAS REPAIRED EIGHT MILES OF STREETS SINCE 2018, WHICH IS, IS HUGE.
AND THEN THAT, THAT'S, I I HAVEN'T HEARD OF THAT BEFORE.
REDUCING THE NEED FOR COST OF REPAIRS AND PROVIDING SAFER ROADS FOR, FOR ITS RESIDENTS.
WHEREAS THEREFORE, THE UNITED EFFORTS OF THE CITY AND ITS RESIDENTS AND DEVELOPMENT COMMUNITY, OLA PARK HAS SEEN SIGNIFICANT RESIDENTIAL AND COMMERCIAL DEVELOPMENT RESULTING IN AN ENHANCED QUALITY OF LIFE FOR ITS CITIZENS AND PARKER COUNTY AS A WHOLE.
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSIONER'S COURT OF THE COUNTY OF PARKER, HEREBY RECOGNIZE THE CITY OF WILLOW PARK FOR A STRATEGIC PLANNING CONSERVATIVE APPROACH AND EXEMPLARY SERVICE TO THE COMMUNITY.

SO PBC ACTUALLY REALLY DID A GREAT JOB THIS LAST YEAR OF CUTTING THEIR BUDGET FOR 2025.
SO OUR COST SHARE IS GOING IS UM, IT'S GONNA BE 2.9%, WHICH ANNUALLY WE WOULD PAY 51,371 LAST YEAR.
SO THAT'S GOING DOWN TO 47,671.
