SO YOU'RE, YOU WON'T BE INVOLVED IN THAT BECAUSE THEY ALREADY EMPLOY THEIR ARCHITECTS ALREADY AND ENGINEERS ALREADY EMPLOY SOMEBODY TO DO THAT.
SO YOU DON'T HAVE TO DO ANYTHING.

WE STILL, WE STILL INSPECT IT TO MAKE SURE THEY MEET ALL THE CRITERIA AND THEY'RE FIXING TO BUILD A NEW, UH, BUILDING OUT THERE, AN INDOOR FACILITY.
AND WE JUST GOT THROUGH MEETING WITH THEM.
UH, ME AND THE FIRE CHIEF AND WE MET WITH THEIR WHOLE, THEIR WHOLE COMPANY AND GOT EVERYTHING WORKED OUT SO THEY CAN GET EVERYTHING SIGNED OFF SO THEY CAN START THEIR CONSTRUCTION.
BUT YEAH, THAT'S THE PLAN IS, IS THAT'S A LONG PROCESS TO SIT THERE AND GO THROUGH ALL THOSE PLANS AND FIGURE OUT WHERE EVERYTHING GOES AND WHEN YOU DON'T HAVE SOMEBODY THERE TO DO IT.
THAT'S AND USED TO, IT WASN'T THAT BAD.
NOW WE'RE SO MUCH CONSTRUCTION GOING ON IN THE COUNTY THAT WE'RE JUST OVERWHELMED.

WE DID HAVE A MEETING, UH, RATHER QUICKLY WITH COMMISSIONER HOLT, MYSELF WITH THE CITY MANAGER, JAMES OP WITH THE CITY.
WEATHERFORD WAS DISCUSSED AT THAT TIME THAT, UM, THE, UM, WITH THE, THE INVESTMENT THAT WEATHERFORD HAS BEEN GIVEN, THEIR INPUT ON THIS WAS CRITICAL TO THIS DISCUSSION, WHICH WE DID NOT HAVE AT THE TIME.
AND THEY OVERWHELMINGLY IN DISCUSSION WITH, UH, THE CITY OF WEATHERFORD, THEY ARE WILLING TO PROCEED WITH THAT PROJECT GIVEN THE FACT THAT THEY, UH, ARE NOT PUTTING IT ON THE TAXPAYER'S BACK WITH, BUT THEY HAVE, UH, GRANTS, OR NOT GRANTS, BUT ACTUALLY DONATIONS THAT THEY'RE GOING TO PROCEED WITH.
SO, UH, I HAVE SECONDED THAT MOTION.

AND THAT'S THE ONE THING THAT I WAS GONNA ASK THE COURT IF THEY'D LIKE TO HAVE AN ADDITION OF THAT FOR THE PROPERTY, HAVE AN OUT CLAUSE WITHOUT CAUSE ANY TIME THAT THE COUNTY NEEDS TO UTILIZE THAT PROPERTY, THEY CAN ASK THAT BE WEEK TO

UM, BEING A CENTER PARKING LOT ON THE BLOCK, IT'S THE MOST CONVENIENT FOR THOSE WHO NEED TO JUST RUN IT IN AND OUT OF A SHOP.
IT'S THE MOST CONVENIENT FOR THOSE WHO NEED TO GET TO MAIN STREET.
IT'S THE MOST CONVENIENT FOR THE ELDERLY, THE HANDICAP MOMS TACKLING CAR SEATS.
AND FOR TEENAGERS WHO ARE EMPLOYED AND HAVE TO CLOSE UP SHOP AT TIMES IN THE DARK.
I DO NOT LIKE THE THOUGHT OF THESE PEOPLE GROUPS HAVING LONGER TO WALK TO THEIR DESTINATIONS BECAUSE OF THE GREEN SPACE.
THINK ABOUT THEM HAVING TO DO SO IN THE HOT SUMMER MONTHS ON RAINY DAYS AND ON COLD DAYS, DAYS, THE GREEN SPACE WILL ACTUALLY NOT EVEN BE BEING USED.

THERE'S 15 SHOPS, FOUR SALON TYPE SERVICES AND A SANDWICH SHOP.
IF YOU AVERAGE LOW OF ONE EMPLOYEE AT EACH SHOP AND FIVE AT ALL THE, AT THE OTHER SERVICE PLACES, UM, YOU HAVE ABOUT 35 TO 40 EMPLOYEES.
THIS PAST SATURDAY I HAD 60 CUSTOMERS IN AND OUT OF JUST MY SHOP.
UM, THEY'RE EVERYONE ELSE'S CUSTOMERS.
ALL THE CLIENTS AT THE HAIR SALONS THEN ADD ON, UM, ALL OF MAIN STREET EMPLOYEES, CLIENTS, AND CUSTOMERS, ALL OF WHICH FAVOR THIS PARKING LOT DUE TO THE CENTRALITY AND THE ACCESS TO THE IT PROVIDES TO MAIN STREET.
ALL THESE PEOPLE ARE BEING PUSHED BACK BY NOT HAVING THIS CONVENIENT SPACE.
SMALL IS INTENTIONAL THING PEOPLE HAVE TO DO OR CHOOSE TO DO.
TAKING AWAY ANOTHER CONVENIENCE FACTOR TO SHOPPING SMALL WILL DETER PEOPLE.
OUR PAYCHECKS AND SUCCESS DO NOT LIE WITHIN THE GREEN SPACE.
I FIND IT HARD TO BELIEVE SOMEONE'S GONNA SAY, HEY, DID YOU HEAR ABOUT THAT NEW GREEN SPACE? LET'S GO CHECK IT OUT.

BUT IF IT HAS TO BE ADDED, WHY NOT TO THE BACK OF ONE OF THESE PARKING LOTS? UM, I'M NOT ASKING YOU TO STRIKE LINDSEY'S PROPOSAL COMPLETELY, BUT I AM ASKING TO PLEASE PREVENT IT FROM TAKING UP THE MOST CONVENIENT PARKING SPOTS WE HAVE DOWNTOWN.

UM, ONCE WE ACTUALLY FURTHER INTO THE PROJECT, UM, LOOKING AT TIMELINES AND CALENDARS, IT BECAME VERY EVIDENT THAT THERE WAS NO WAY THAT WE COULD POSSIBLY GET IT DONE IN THE ORIGINAL SCOPE THAT WAS PROVIDED.
UM, WHEN WE LOOKED AT THE CONTRACT, UM, AND WENT THROUGH THAT PROCESS, UH, OVER AND OVER, WE HAD ASKED, IS THIS REALISTIC FOR OUR SIZE AND THE AMOUNT OF RESOURCES THAT WE HAD FOR THIS PROJECT? UM, BECAUSE YOU KNOW, THE QUESTION OVER AND OVER WAS HOW FAST YOU WANT TO IMPLEMENT IT AND REALLY OUR UM, RESPONSE EVERY SINGLE TIME IS WE WANNA ALLOW SUFFICIENT TIME TO MAKE THE NECESSARY CHANGES THAT WE NEED AND TO HAVE A SUCCESSFUL PROJECT, UM, AND FOUNDATION GOING FORWARD.
SO PART OF THIS, AS I MENTIONED, IS THE TIMELINE.
UM, THE CHANGE OF THE TIMELINE REQUIRES THE PROJECT MANAGER ON THE TYLER SIDE, UM, ADDITIONAL HOURS BECAUSE THAT IS BILLED AS A MONTHLY COST.
UM, WHEN WE DID EXECUTE THE CONTRACT, WE DIDN'T UNDERSTAND HOW THAT BILLING WAS.
UM, YOU KNOW, WE HAD ASKED ALSO THE HOURS IN THERE, IS THIS ENOUGH RIGHT TIME FOR US? AND SO IT WAS ALWAYS EXPLAINED IS YOU ARE ONLY BILLED FOR THE TIME THAT, UM, WE ACTUALLY UTILIZE.
AND SO THE PROJECT MANAGER PIECE WAS BILLED A LITTLE BIT DIFFERENTLY AND SO, UM, I DON'T FEEL LIKE THAT WAS EXPLAINED VERY WELL GOING FORWARD.
YOU KNOW, WE TRY TO ASK ALL THE QUESTIONS AND DO THE DUE DILIGENCE.
AND SO WITH THIS, UM, TYLER HAS ACTUALLY, UM, TAKEN A LOT OF THE COST, THE ADDITIONAL FOR THIS.

WE REACHED OUT TO THEM TO SEE WHAT THEY WERE DOING AS WELL AS DISCUSSING WITH IT.
UH, WE DETERMINED THAT THE BEST THING WAS TO BRING IN BALANCES VERSUS EVERY LINE OF DATA ON THE GL SIDE.
UM, WE UTILIZE A TOOL NOW WHERE WE CAN EXTRACT A LOT OF THAT DATA.
WE'RE GONNA RUN SEVERAL, UM, REPORTS, SO WE STILL HAVE THAT LINE ITEM DETAIL, BUT WHEN WE GO INTO THE NEW SYSTEM, IT'S ONLY GOING TO BE BALANCES.
AND SO THAT CREATED A SAVINGS, UM, NOT ONLY FROM THE PROJECT TIMELINE BUT ALSO FROM RESOURCES WITHIN OUR OFFICES OF PROOFING, UM, ALL OF THAT DATA.
SO THE SAVINGS THERE IS HELPING TO OFFSET SOME OF THAT PROJECT TIMELINE COST.
UM, ONE OTHER THING THAT WE, UM, IN GOING THROUGH IT DETERMINE ON THE CONVERSION, IT ONLY WOULD BRING OVER DATA.
IT'S NOT THE DOCUMENTS AND OFTENTIMES WHEN WE'RE LOOKING AT HISTORICAL DATA, WE'RE WANTING TO LOOK AT THE, YOU KNOW, COPY OF THOSE INVOICES OR PURCHASE ORDERS OR CASH RECEIPTS.
AND SO IN WORKING WITH IT, UM, I THINK WE HAVE COME UP WITH A SOLUTION WHERE WE HAVE, UM, A BACKUP THAT THE FINANCIAL OFFICES WILL BE ABLE TO GET TO, UM, TO GET THOSE DOCUMENTS SHOULD WE NEED IT.
BECAUSE EVEN IF WE DO IT, IT WILL THE CONVERSIONS, IT WON'T HAVE THOSE DOCUMENTS THERE.

UM, THE REASON BEING IS ONE FOR THAT WHOLE NEXT YEAR, UH, WE WILL BE GOING THROUGH OUR FINANCIAL
